Amnesty for rebel groups

President Rodrigo Duterte has granted amnesty for the members of several rebel groups for the crimes they committed due to their political beliefs. The rebel groups in question are the Moro Islamic Liberation Front (MILF), the Moro National Liberation Front (MNLF), Rebolusyonaryong Partido ng Manggagawa–Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade Tabara Paduano Group (RPMP-RPA-ABB) and former members of the communist rebel group. The amnesty doesn’t apply to crimes against the Geneva Convention and crimes identified by the United Nations that can never be amnestied such as “genocide, crimes against humanity, war crimes, torture, enforced disappearances, and other gross violations of human rights.,

Duterte also agreed to measures to speed up the distribution of lands to formeer rebels. According to the government, this measure is a key component of the government’s efforts for peace and development.

The amnesty is not granted for the communist party of the Philippines and their armed wing the New People’s Army (CPP-NPA).
