He <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/07\/22\/2372106\/bloodless-drug-war-continue-marcos\" target=\"_blank\" rel=\"noopener\">referred<\/a> to the arrest of 97,000 drug dealers and record quantities of seized illegal drugs worth 44 billion pesos. In addition, the number of barangays affected by illegal drugs <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/07\/22\/2372106\/bloodless-drug-war-continue-marcos\" target=\"_blank\" rel=\"noopener\">has<\/a> dropped to 32%. The President <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/07\/23\/2372215\/marcos-touts-bloodless-drug-war-no-extermination\" target=\"_blank\" rel=\"noopener\">emphasized<\/a> that his government is waging the so-called \u201cwar on drugs\u201d in a \u201cbloodless\u201d manner, focusing on prevention, rehabilitation, and education. He also <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/07\/22\/2372106\/bloodless-drug-war-continue-marcos\" target=\"_blank\" rel=\"noopener\">emphasized<\/a> that the \u201cextermination\u201d of people in the course of his anti-drug campaign had never been part of this strategy.<\/p>\n<p>However, this account <a href=\"https:\/\/www.sunstar.com.ph\/tacloban\/rights-groups-refute-marcos-jrs-bloodless-drug-war\" target=\"_blank\" rel=\"noopener\">contradicts<\/a> documentations of further drug-related killings under Marcos Jr. Cristina Palabay, Secretary General of the Philippine human rights organization Karapatan, <a href=\"https:\/\/www.sunstar.com.ph\/tacloban\/rights-groups-refute-marcos-jrs-bloodless-drug-war\" target=\"_blank\" rel=\"noopener\">pointed<\/a> out in an interview that Marcos Jr. has not yet overruled the Philippine National Police (PNP) Memorandum Circular 16-2016 (also known as \u201cProject Double Barrel\u201d), which forms the basis for the operationalization of the controversial \u201cOplan Tokhang\u201d (\u201cknock and plead\u201d) practice. The documentation of drug-related killings by the Dahas Project of the University of the Philippines <a href=\"https:\/\/www.sunstar.com.ph\/tacloban\/rights-groups-refute-marcos-jrs-bloodless-drug-war\" target=\"_blank\" rel=\"noopener\">would<\/a> show, as Carlos Conde of Human Rights Watch explained, that the Marcos Jr. government has not put an end to former President Duterte&#8217;s \u201cwar on drugs.\u201d According to Conde, the success of such a campaign <a href=\"https:\/\/pcij.org\/2024\/07\/22\/marcos-third-sona-pcij-blog-issues\/#drugs\" target=\"_blank\" rel=\"noopener\">should<\/a> not only be measured by the absence of violence, but above all by accountability for serious human rights violations.<\/p>\n<p>According to Daha&#8217;s documentation, there <a href=\"https:\/\/x.com\/DahasPH\/status\/1822887357865205915\/photo\/1\">have<\/a> been 748 drug-related killings since Marcos Jr. took office (as of August 12, 2024). According to an analysis by Asiatimes, the lack of official government statistics on drug-related killings <a href=\"https:\/\/asiatimes.com\/2024\/07\/nothing-bloodless-about-marcos-jrs-drug-war\/\" target=\"_blank\" rel=\"noopener\">reveals<\/a> a \u201ctransparency problem,\u201d making it appear that there are no killings under the current administration. Marcos Jr. also <a href=\"https:\/\/asiatimes.com\/2024\/07\/nothing-bloodless-about-marcos-jrs-drug-war\/\" target=\"_blank\" rel=\"noopener\">failed<\/a> to mention the investigations of the International Criminal Court (ICC) in his SONA. The government&#8217;s cooperation with the ICC is <a href=\"https:\/\/www.sunstar.com.ph\/tacloban\/rights-groups-refute-marcos-jrs-bloodless-drug-war\" target=\"_blank\" rel=\"noopener\">seen<\/a> by civil society groups as an important step towards demonstrating the political will to distance itself from the human rights violations committed under former President Duterte.<\/p>\n<p>Marcos Jr. also <a href=\"https:\/\/newsinfo.inquirer.net\/1963343\/keep-promise-on-rights-press-freedom-marcos-urged\" target=\"_blank\" rel=\"noopener\">failed<\/a> to mention the issue of press freedom in his SONA. In view of the unsolved extrajudicial killings of journalists and the increasing attacks on the press, media and human rights groups such as the National Union of Journalists of the Philippines and the Center for Media Freedom and Responsibility <a href=\"https:\/\/newsinfo.inquirer.net\/1963343\/keep-promise-on-rights-press-freedom-marcos-urged\" target=\"_blank\" rel=\"noopener\">called<\/a> on the President to take concrete measures to protect journalists and press freedom, such as the decriminalization of libel and the passing of a Freedom of Information Act.<\/p>\n<p>On the occasion of the PNP&#8217;s anniversary celebration on August 9, 2024, Marcos Jr. <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/08\/09\/2376551\/police-operations-now-humane-bloodless-marcos\" target=\"_blank\" rel=\"noopener\">declared<\/a> that police operations are now \u201cas humane, truthful, and bloodless as possible.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>Photo \u00a9 AMP<\/p>\n","protected":false},"excerpt":{"rendered":"<p>On July 22, 2024, President Ferdinand Marcos Jr. praised the successes of his anti-drug campaign in his third State of the Nation Address (SONA) in Manila.
