In this third hearing, the behavior of the Internal Affairs Service (IAS) of the Philippine National Police (PNP) was <a href=\"https:\/\/www.rappler.com\/newsbreak\/inside-track\/abante-scolds-cops-taking-photos-drug-war-families-house-hearing-june-26-2024\/\" target=\"_blank\" rel=\"noopener\">examined<\/a> in particular. The IAS is an independent body that can <a href=\"https:\/\/www.rappler.com\/newsbreak\/inside-track\/abante-scolds-cops-taking-photos-drug-war-families-house-hearing-june-26-2024\/\" target=\"_blank\" rel=\"noopener\">investigate<\/a> police officers who have violated procedural rules or regulations. The lawmakers <a href=\"https:\/\/www.rappler.com\/newsbreak\/inside-track\/abante-scolds-cops-taking-photos-drug-war-families-house-hearing-june-26-2024\/\" target=\"_blank\" rel=\"noopener\">criticized<\/a> the fact that the IAS has so far only filed administrative complaints, although it also holds the mandate to issue criminal complaints against police officers. The chairman of the Human Rights Committee, Bienvenido Abante, also <a href=\"https:\/\/www.rappler.com\/newsbreak\/inside-track\/abante-scolds-cops-taking-photos-drug-war-families-house-hearing-june-26-2024\/\" target=\"_blank\" rel=\"noopener\">warned<\/a> police officers who took photos of the victims&#8217; relatives before the hearing began.<\/p>\n<p>Show cause orders were <a href=\"https:\/\/www.rappler.com\/newsbreak\/inside-track\/abante-scolds-cops-taking-photos-drug-war-families-house-hearing-june-26-2024\/\" target=\"_blank\" rel=\"noopener\">issued<\/a> due to the absence of some summoned persons and authorities, including the Department of Justice (DOJ), former Solicitor General Jose Calida, former PNP commander Vicente Danao and former National Bureau of Investigation chief Medardo de Lemos. <a href=\"https:\/\/www.rappler.com\/newsbreak\/inside-track\/abante-scolds-cops-taking-photos-drug-war-families-house-hearing-june-26-2024\/\" target=\"_blank\" rel=\"noopener\">Danao<\/a> was the last police chief of Davao City when Rodrigo Duterte was mayor. Calida, as Duterte&#8217;s solicitor general, <a href=\"https:\/\/www.rappler.com\/newsbreak\/inside-track\/abante-scolds-cops-taking-photos-drug-war-families-house-hearing-june-26-2024\/\" target=\"_blank\" rel=\"noopener\">blocked<\/a> the release of documents on drug-related killings in the &#8220;war on drugs.&#8221;<\/p>\n<p>Senator Ronald &#8220;Bato&#8221; Dela Rosa, who as police chief under Duterte implemented the &#8220;war on drugs,&#8221; was also <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/06\/27\/2366012\/not-your-turf-dela-rosa-criticizes-house-drug-war-probe\" target=\"_blank\" rel=\"noopener\">invited<\/a> to the hearing. Dela Rosa <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/06\/27\/2366012\/not-your-turf-dela-rosa-criticizes-house-drug-war-probe\" target=\"_blank\" rel=\"noopener\">declined<\/a> to attend on the basis of a recommendation by Senate President Francis Escudero, who referred to the inter-parliamentary courtesy between the two chambers. Inter-parliamentary courtesy is a practice in Congress where both houses agree not meddle in each other\u2019s affairs. Dela Rosa also <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/06\/27\/2366012\/not-your-turf-dela-rosa-criticizes-house-drug-war-probe\" target=\"_blank\" rel=\"noopener\">stated<\/a> that he would only attend the committee hearing if former President Duterte did the same. However, during a Senate session at the end of June, Dela Rosa <a href=\"https:\/\/www.rappler.com\/newsbreak\/iq\/list-officials-admitted-post-rodrigo-duterte-administration-drug-war-abusive\/\" target=\"_blank\" rel=\"noopener\">admitted<\/a> that human rights violations took place in connection with the &#8220;war on drugs&#8221; under former President Duterte.<\/p>\n<p>The Human Rights Committee has also invited ex-President Duterte and the recently <a href=\"https:\/\/amp.ngo\/en\/final-acquittal-for-leila-de-lima\">acquitted<\/a> Senator Leila de Lima to <a href=\"https:\/\/www.rappler.com\/philippines\/house-invites-rodrigo-duterte-de-lima-drug-war-probe\/\" target=\"_blank\" rel=\"noopener\">attend<\/a> the hearings.
