{"id":8795,"date":"2023-10-30T01:00:40","date_gmt":"2023-10-30T00:00:40","guid":{"rendered":"https:\/\/amp.ngo\/?p=8795"},"modified":"2023-10-29T12:54:08","modified_gmt":"2023-10-29T11:54:08","slug":"murder-of-jemboy-baltazar-six-police-officers-arrested","status":"publish","type":"post","link":"https:\/\/amp.ngo\/en\/murder-of-jemboy-baltazar-six-police-officers-arrested\/","title":{"rendered":"Murder of Jemboy Baltazar: Six police officers arrested"},"content":{"rendered":"<p>On October 5, 2023, six police officers were <a href=\"https:\/\/www.rappler.com\/nation\/cops-involved-jemboy-baltazar-killing-surrender-october-5-2023\/\" target=\"_blank\" rel=\"noopener\">arrested <\/a>under Article 248 of the Revised Penal Code of the Philippines for the murder of 17-year-old Jerhode &#8220;<a href=\"https:\/\/www.rappler.com\/nation\/timeline-killing-jemboy-baltazar-navotas\/\" target=\"_blank\" rel=\"noopener\">Jemboy<\/a>&#8221; Baltazar. The policemen were previously remanded in custody but released again for further investigation.<\/p>\n<p><a href=\"https:\/\/amp.ngo\/en\/brutal-police-violence-claimed-death-of-17-year-old\/\">Baltazar<\/a> was killed on August 2, 2023, by the arrested policemen in Navotas City, Metro-Manila, on a fishing boat by the river near his house. Because of the numerous <a href=\"https:\/\/amp.ngo\/en\/brutal-police-violence-claimed-death-of-17-year-old\/\">inconsistencies<\/a> in police procedure \u2014 which are exemplary for the many extrajudicial killings in relation to the government&#8217;s anti-drug-campaign or so-called &#8220;war on drugs&#8221; \u2014 the Baltazar murder case received a great deal of media attention. The six <a href=\"https:\/\/www.rappler.com\/newsbreak\/in-depth\/camanava-navotas-killing-zone-young-men-killed-same-area-jemboy-baltazar\/?utm_source=substack&amp;utm_medium=email\" target=\"_blank\" rel=\"noopener\">policemen<\/a> along with 13 other police officers were previously charged with murder by the human rights organization IDEALS, Inc. and were also suspended from duty.<\/p>\n<p>Due to the numerous instances in which the Philippine National Police (PNP) failed to comply with its police operation protocols, Senator Idol Raffy Tulfo filed a Senate Resolution (<a href=\"https:\/\/legacy.senate.gov.ph\/lis\/bill_res.aspx?congress=19&amp;q=SRN-767\" target=\"_blank\" rel=\"noopener\">No. 767<\/a>) on September 8, 2023. In it, Tulfo <a href=\"https:\/\/legacy.senate.gov.ph\/lis\/bill_res.aspx?congress=19&amp;q=SRN-767\" target=\"_blank\" rel=\"noopener\">demanded<\/a> that the alleged abuses, killings, and human rights violations committed by the PNP during police operations &#8211; particularly in the provinces of Bulacan and Rizal &#8211; should be investigated.<\/p>\n<p>According to documentation from <a href=\"https:\/\/dahas.upd.edu.ph\/sources\/\" target=\"_blank\" rel=\"noopener\">Dahas<\/a>, a research project of the University of the Philippines, between President Marcos&#8217; inauguration on June 30, 2022, and October 27, 2023, <a href=\"https:\/\/twitter.com\/DahasPH\/status\/1717843592197415303\/photo\/1\" target=\"_blank\" rel=\"noopener\">446<\/a> people died as a result of the government&#8217;s anti-drug campaign.
