Instead, he <a href=\"https:\/\/verafiles.org\/articles\/marcos-brags-improving-state-of-the-nation-avoids-icc-human-rights-concerns\" target=\"_blank\" rel=\"noopener\">described<\/a> the state of the nation as &#8220;<a href=\"https:\/\/verafiles.org\/articles\/marcos-brags-improving-state-of-the-nation-avoids-icc-human-rights-concerns\" target=\"_blank\" rel=\"noopener\">sound and improving<\/a>&#8220;. Priority issues were economic growth, infrastructure, agriculture, health and climate change. Priority was also given to issues such as taxes, single-use plastic, digital services, taxation of motorised vehicles and military and civil servants&#8217; pensions, among others.<\/p>\n<p>Secretary General of the human rights organisation Karapatan, Kristina Palabay, <a href=\"https:\/\/newsinfo.inquirer.net\/1806753\/silence-on-rights-situation-icc-case-in-sona-decried\" target=\"_blank\" rel=\"noopener\">stressed<\/a>: \u201cHis Sona reaffirmed that his government will do nothing to act on and improve the civil and political rights situation in the country.\u201c<\/p>\n<p>Marcos <a href=\"https:\/\/verafiles.org\/articles\/marcos-brags-improving-state-of-the-nation-avoids-icc-human-rights-concerns\" target=\"_blank\" rel=\"noopener\">failed<\/a> to address the International Criminal Court&#8217;s investigation into the about 30,000 killings in the so-called &#8220;war on drugs&#8221; under ex-President Duterte, as well as the worsening repression against human rights defenders. As of June 30, 2023, Karapatan <a href=\"https:\/\/www.bulatlat.com\/2023\/07\/23\/sona-2023-still-no-justice-for-victims-of-enforced-disappearances-despite-anti-disappearance-law\/\" target=\"_blank\" rel=\"noopener\">documented<\/a> eight victims of enforced disappearances since Marcos took office in 2022.<\/p>\n<p>The desolate state of press freedom <a href=\"https:\/\/www.bulatlat.com\/2023\/07\/26\/sona-2023-press-freedom-no-better-under-marcos-jr\/\" target=\"_blank\" rel=\"noopener\">continues<\/a> under Marcos, echoing the threatening situation during the Duterte administration.
