{"id":8601,"date":"2023-07-18T01:00:49","date_gmt":"2023-07-18T00:00:49","guid":{"rendered":"https:\/\/amp.ngo\/?p=8601"},"modified":"2023-08-02T16:42:43","modified_gmt":"2023-08-02T15:42:43","slug":"cordillera-intensified-political-persecution-of-activists","status":"publish","type":"post","link":"https:\/\/amp.ngo\/en\/cordillera-intensified-political-persecution-of-activists\/","title":{"rendered":"Cordillera: Intensified political persecution of activists"},"content":{"rendered":"<p>Human rights groups such as Karapatan and the Cordillera Human Rights Alliance opposed a <a href=\"https:\/\/www.cnnphilippines.com\/news\/2023\/6\/14\/ptf-elcac-resolution-requiring-ngo-to-register.html\" target=\"_blank\" rel=\"noopener\">resolution<\/a> (No. 2023-04) passed in April 2023 by the Kalinga Provincial Task Force To End Local Communist Armed Conflict (PTF-ELCAC). According to the <a href=\"https:\/\/www.rappler.com\/nation\/luzon\/dilg-scrutiny-cordillera-civil-society-organizations-red-tagging\/\" target=\"_blank\" rel=\"noopener\">memorandum<\/a> issued June 13, 2023, by the Department of Interior and Local Government of the Cordillera Region, non-governmental organisations (NGOs) and civil society organisations must first obtain a permit from the provincial government before carrying out planned activities in the community.<\/p>\n<p>According to PTF-ELCAC, the resolution was drafted based on reports from the local government and individuals regarding alleged \u201c<a href=\"https:\/\/www.cnnphilippines.com\/news\/2023\/6\/14\/ptf-elcac-resolution-requiring-ngo-to-register.html\" target=\"_blank\" rel=\"noopener\">suspicious consultations conducted<\/a>\u201d by NGOs. The resolution also lists \u201c<a href=\"https:\/\/www.rappler.com\/nation\/luzon\/dilg-scrutiny-cordillera-civil-society-organizations-red-tagging\/\" target=\"_blank\" rel=\"noopener\">Sectoral Front Organisations<\/a>,&#8221; meaning socalled terror organizations, which include numerous human rights organisations from the Cordillera region. Human rights groups condemned the resolution as a &#8220;<a href=\"https:\/\/amp.ngo\/en\/red-tagging-threatens-labor-rights-activists\/\">red-tagging<\/a>&#8221; attack (falsely accusing them of being supporters of the communist insurgency) in order to weaken their human rights work.<\/p>\n<p>Karapatan criticized that the resolution not only violates international laws and human rights, but also increases the threat level of the activists behind the organisations and attacks the principles of <a href=\"https:\/\/qa.philstar.com\/headlines\/2023\/06\/14\/2273813\/rights-groups-mandatory-ngo-registration-kalinga-violates-freedom-association\" target=\"_blank\" rel=\"noopener\">freedom of association<\/a>. Karapatan and the Cordillera Women&#8217;s Education, Action Research Center (CWEARC) called on the Kalinga provincial government to <a href=\"https:\/\/cwearc.org\/cwearc-statement-on-resolution-no-2023-04-of-the-ptf-elcac-and-the-50th-ibs-list-of-sfos-threat-groups\/\" target=\"_blank\" rel=\"noopener\">revise<\/a> the resolution to <a href=\"https:\/\/www.cnnphilippines.com\/news\/2023\/6\/14\/ptf-elcac-resolution-requiring-ngo-to-register.html\" target=\"_blank\" rel=\"noopener\">prevent<\/a> even greater harm to human rights organisations.<\/p>\n<p>In addition, on July 10, 2023, the Anti-Terrorism Council <a href=\"https:\/\/www.rappler.com\/nation\/luzon\/cordillera-activists-face-asset-freeze-anti-terrorism-council-designates-terrorists-july-10-2023\/?utm_source=substack&amp;utm_medium=email\" target=\"_blank\" rel=\"noopener\">announced<\/a> the official designation of six human rights defenders, who also work for previously by the government designated as alleged \u201cterrorist organizations\u201d, also as &#8220;terrorists&#8221; under the Anti-Terrorism Act (ATA) of 2020. The <a href=\"https:\/\/www.manilatimes.net\/2023\/07\/10\/news\/national\/the-anti-terrorism-council\/1899946\" target=\"_blank\" rel=\"noopener\">resolution<\/a> dated June 7, 2023, concerns namely Sarah Alikes, Jennifer Awingan, Windel Bolinget, Stephen Tauli, Jovenico Tangbawan, and May Vargas-Casilao. The ATA has previously been strongly <a href=\"https:\/\/amp.ngo\/en\/deadly-consequences-of-the-anti-terrorism-act-motion-for-partial-reconsideration-filed\/\">criticised<\/a> for being extremely vague in its definition of &#8220;terrorist&#8221; and for being able to do so without presenting concrete evidence. This can have serious <a href=\"https:\/\/amp.ngo\/en\/deadly-consequences-of-the-anti-terrorism-act-motion-for-partial-reconsideration-filed\/\">consequences<\/a> for those who have especially been unjustly criminalised, as they can be detained under the ATA without a warrant for up to 24 days and have their bank accounts frozen.<\/p>\n<p>Moreover, 24 activists from the Cordillera region filed another <a href=\"https:\/\/www.cnnphilippines.com\/news\/2023\/6\/19\/cordillera-activists-writ-of-amaparo-sc.html\" target=\"_blank\" rel=\"noopener\">petition<\/a> for protection to the Supreme Court in June 2023. This so-called Writ of Amparo petition was already <a href=\"https:\/\/www.rappler.com\/nation\/luzon\/cordillera-activists-expect-more-attacks-amparo-petition-dismissal\/\" target=\"_blank\" rel=\"noopener\">dismissed<\/a> in October 2022 and April 2023 respectively. The injunction is a <a href=\"https:\/\/www.bworldonline.com\/the-nation\/2023\/06\/19\/529572\/philippine-activists-ask-high-court-to-protect-them-from-government\/\" target=\"_blank\" rel=\"noopener\">legal remedy<\/a> for persons whose right to life, liberty, and security is violated by a government official. The protection petition relates to military officers who falsely <a href=\"https:\/\/www.bworldonline.com\/the-nation\/2023\/06\/19\/529572\/philippine-activists-ask-high-court-to-protect-them-from-government\/\" target=\"_blank\" rel=\"noopener\">accused<\/a> the human rights activists of abduction. The NTF-ELCAC said in this regard that they are ready to formulate a necessary <a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/873436\/ntf-elcac-ready-to-file-response-on-cordillera-activists-plea\/story\/\" target=\"_blank\" rel=\"noopener\">response<\/a>.<\/p>\n<p>Following the dropped 2018 murder charges against leading activists of the Cordillera Peoples Alliance (CPA), CPA Chair Windel Bolinget, who was also implicated in the case, <a href=\"https:\/\/www.rappler.com\/nation\/luzon\/cordillera-activist-bolinget-files-civil-suit-police-officers\/\" target=\"_blank\" rel=\"noopener\">filed<\/a> a civil law suit against two police officers involved in the 2018 charges and a witness on June 23, 2023. Bolinget sees the counter-charge as a <a href=\"https:\/\/www.rappler.com\/nation\/luzon\/cordillera-activist-bolinget-files-civil-suit-police-officers\/\" target=\"_blank\" rel=\"noopener\">political statement<\/a>, calling on law enforcement agencies to &#8220;observe due process and the rule of law.&#8221; The fabricated murder charges against Bolinget and other CPA activists were <a href=\"https:\/\/www.rappler.com\/nation\/luzon\/cordillera-activist-bolinget-files-civil-suit-police-officers\/\" target=\"_blank\" rel=\"noopener\">dropped<\/a> in 2021 due to lack of evidence.<\/p>\n<p>&nbsp;<\/p>\n<p>Photo \u00a9 Raffy Lerma<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Human rights groups such as Karapatan and the Cordillera Human Rights Alliance opposed a resolution (No. 2023-04) passed in April 2023 by the Kalinga Provincial Task Force To End Local Communist Armed Conflict (PTF-ELCAC).
