The 10th grade curriculum will now include topics on so-called \u201cred-tagging,\u201d trolling, and extrajudicial killings. Part of the 6th grade <a href=\"https:\/\/www.philstar.com\/headlines\/2023\/05\/03\/2263476\/deped-eyes-teaching-human-rights-violations-during-marcos-and-post-edsa-eras-grade-6\" target=\"_blank\" rel=\"noopener\">curriculum<\/a> will also address human rights violations during the Marcos dictatorship and the subsequent presidencies.<\/p>\n<p>But what is <a href=\"https:\/\/globalvoices.org\/2023\/04\/27\/what-is-red-tagging-and-why-it-is-dangerous-in-the-philippines\/\" target=\"_blank\" rel=\"noopener\">&#8220;red-tagging?&#8221;<\/a> &#8220;Red-tagging&#8221; in the Philippines describes the act accusing individuals, organizations, or progressive groups of supporting the armed communist insurgency in the country. &#8220;Red-tagging&#8221; is often a politically motivated practice based on intimidation and threats against potential dissidents since the Cold War, with little to no evidence.<\/p>\n<p>Diosa Labiste, professor for journalism at the University of the Philippines, <a href=\"https:\/\/globalvoices.org\/2023\/04\/27\/what-is-red-tagging-and-why-it-is-dangerous-in-the-philippines\/\" target=\"_blank\" rel=\"noopener\">found<\/a> that there is link between the increase of \u201ered-tagging\u201c and spread of disinformation in social media channels. This practice often leads to fabricated charges, arbitrary arrests, and detentions, and enforced disappearances. In many cases, &#8220;red-tagging\u201d also results in extrajudicial killings for many human rights defenders.<\/p>\n<p>Last month, the CHR launched its own <a href=\"https:\/\/mb.com.ph\/2023\/5\/4\/chr-probes-surveillance-profiling-of-gabriela-makabayan-bloc-officers-by-afp\" target=\"_blank\" rel=\"noopener\">investigation<\/a> into the cases of surveillance of members of the human rights groups Gabriela and Makabayan Bloc in Tondo, Metro Manila, by the Armed Forces of the Philippines (AFP).<\/p>\n<p>Recently, the Alliance of Concerned Teachers (ACT) announced that it had filed a <a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/867585\/act-files-ilo-complaint-over-sara-s-red-tagging-remarks\/story\/\" target=\"_blank\" rel=\"noopener\">complaint<\/a> with the International Labour Organisation (ILO) regarding &#8220;red-tagging&#8221; statements made by Vice President and Education Secretary Sara Duterte against the ACT.
