{"id":8318,"date":"2023-04-28T01:00:35","date_gmt":"2023-04-28T00:00:35","guid":{"rendered":"https:\/\/amp.ngo\/?p=8318"},"modified":"2023-04-26T15:26:22","modified_gmt":"2023-04-26T14:26:22","slug":"philippine-government-refuses-to-end-red-tagging","status":"publish","type":"post","link":"https:\/\/amp.ngo\/en\/philippine-government-refuses-to-end-red-tagging\/","title":{"rendered":"Philippine government refuses to end &#8220;red-tagging&#8221;"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">During the 52nd session of the UN Human Rights Council (UNHRC) in Geneva, the Philippine government <\/span><a href=\"https:\/\/www.philstar.com\/headlines\/2023\/03\/29\/2255248\/unhrc-philippines-wont-stop-red-tagging\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">rejected<\/span><\/a><span style=\"font-weight: 400;\"> recommendations to end the practice of the so-called &#8220;red-tagging&#8221; (i.e. being accused of supporting the armed communist insurgency). In its Universal Periodic Review (UPR) in November 2022, the UNHRC reviewed the human rights situation in the Philippines and made recommendations for improvement. The review <a href=\"https:\/\/www.philstar.com\/headlines\/2023\/03\/29\/2255248\/unhrc-philippines-wont-stop-red-tagging\" target=\"_blank\" rel=\"noopener\">included<\/a> extrajudicial killings, enforced disappearances, arbitrary arrests, torture, and other forms of human rights violations<\/span><span style=\"font-weight: 400;\">. O<\/span><span style=\"font-weight: 400;\">n March 28, 2023, t<\/span><span style=\"font-weight: 400;\">he Philippine government presented its UPR response report to the UNHRC. It showed that the Philippines has <\/span><a href=\"https:\/\/news.abs-cbn.com\/news\/03\/29\/23\/ph-accepts-215-rights-recommendations-in-un-meeting\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">accepted<\/span><\/a><span style=\"font-weight: 400;\"> only 215 of the total 289 UPR recommendations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Philippines&#8217; refusal to accept the UPR recommendation to end &#8220;red-tagging&#8221; shows that the government is <\/span><a href=\"https:\/\/www.philstar.com\/headlines\/2023\/03\/29\/2255248\/unhrc-philippines-wont-stop-red-tagging\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">not committed<\/span><\/a><span style=\"font-weight: 400;\"> to improving the human rights situation, the UNHRC said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Human rights groups who also attended the 52nd UNHRC session <\/span><a href=\"https:\/\/www.philstar.com\/headlines\/2023\/03\/23\/2253898\/church-worker-reports-un-223-drug-related-killings-under-marcos-jr\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">pointed out<\/span><\/a><span style=\"font-weight: 400;\"> that there have already been 227 extrajudicial killings under the administration of President Ferdinand Marcos in connection with the so-called &#8220;war on drugs.&#8221; This underscores that serious human rights violations <\/span><a href=\"https:\/\/www.cnnphilippines.com\/videos\/2023\/3\/24\/Religious-group--Drug-related-killings-continue-under-Marcos-govt.-.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">continue<\/span><\/a><span style=\"font-weight: 400;\"> to happen under the Marcos administration and that the Philippines&#8217; means of legal redress to bring about justice are inadequate. Human rights defenders such as Karapatan&#8217;s Cristina Palabay and Mervin Toquero, secretary of the National Council of Churches in the Philippines (NCCP), <\/span><a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/864976\/philippine-human-rights-advocates-ask-int-l-community-to-help-stop-killings\/story\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">called<\/span><\/a><span style=\"font-weight: 400;\"> on the international community and non-governmental organisations to exert more pressure on the Philippine government to uphold human rights. Palabay and Toquero lead the delegation of the civil society UPR observation in Geneva.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In an UNHRC side event on March 23, 2023, human rights defenders also <\/span><a href=\"https:\/\/www.rappler.com\/nation\/visayas\/cebu-abduction-survivor-dyan-gumanao-message-united-nations-human-rights-council\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">discussed<\/span><\/a><span style=\"font-weight: 400;\"> the abduction of Dyan Gumanao and Armand Dayoha in January 2023. Several witnesses observed men <\/span><a href=\"https:\/\/amp.ngo\/zwei-aktivistinnen-in-cebu-gewaltsam-entfuehrt-schwere-menschenrechtsverletzung-sagt-chr\/\"><span style=\"font-weight: 400;\">forcing<\/span><\/a><span style=\"font-weight: 400;\"> the two activists into a vehicle.
