The day before, the ICC rejected the government&#8217;s request to not <\/span><a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/865213\/icc-appeals-chamber-rejects-philippines-to-suspend-probe-on-drug-war-killings\/story\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">reopen<\/span><\/a><span style=\"font-weight: 400;\"> investigations into human rights violations in the so-called &#8220;war on drugs&#8221; under ex-President Rodrigo Duterte. Bilaterally, however, the Philippine government wants to continue to <\/span><a href=\"https:\/\/www.bworldonline.com\/the-nation\/2023\/03\/30\/514068\/philippines-shuns-icc-even-as-it-embraces-human-right-pledges\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">cooperate<\/span><\/a><span style=\"font-weight: 400;\"> with other countries on democracy and human rights issues, said Marcos in a video message for the US-led International Summit for Democracy on 29 March 2023.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kristina Conti, secretary-general of the Philippine National Union of Peoples&#8217; Lawyers, thinks breaking off contact could be <\/span><a href=\"https:\/\/www.cnnphilippines.com\/news\/2023\/3\/29\/Disengaging-with-ICC-disadvantageous-for-PH-government---lawyer.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">detrimental<\/span><\/a><span style=\"font-weight: 400;\"> to the Philippines. Since the ICC investigation into the human rights violations is still <\/span><a href=\"https:\/\/www.rappler.com\/nation\/philippine-government-push-through-appeal-international-criminal-court-march-2023\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">ongoing<\/span><\/a><span style=\"font-weight: 400;\">, the ICC will reopen the case despite Marcos&#8217; rhetoric. Therefore, the Philippine government must <\/span><a href=\"https:\/\/www.rappler.com\/nation\/philippine-government-push-through-appeal-international-criminal-court-march-2023\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">remain<\/span><\/a><span style=\"font-weight: 400;\"> in contact with the ICC. Duterte also said he would no longer have to pay for his crimes, as he <\/span><a href=\"https:\/\/www.philstar.com\/headlines\/2023\/03\/30\/2255574\/rody-icc-probe-they-wont-catch-me\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">believes<\/span><\/a><span style=\"font-weight: 400;\"> he will die in two years at the latest.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Secretary General of the Philippine human rights organisation Karapatan, Cristina Palabay, sharply criticised the baseless arguments against Marcos&#8217; ICC trial. In her view, these show that the system of impunity <\/span><a href=\"https:\/\/www.rappler.com\/nation\/marcos-jr-claims-philippines-disengaing-international-criminal-court-following-rejected-appeal-march-2023\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">continues<\/span><\/a><span style=\"font-weight: 400;\"> under Marcos. Carlos Conde of Human Rights Watch also reminded that the Philippine government is obliged to <\/span><a href=\"https:\/\/www.philstar.com\/headlines\/2023\/03\/29\/2255267\/icc-wont-suspend-probe-drug-war\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">cooperate<\/span><\/a><span style=\"font-weight: 400;\"> with the ICC.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In its application, the Philippine government had also asked the ICC to <\/span><a href=\"https:\/\/newsinfo.inquirer.net\/1746824\/icc-rejects-ph-plea-to-stop-drug-war-victims-from-commenting-on-case\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">reject<\/span><\/a><span style=\"font-weight: 400;\"> the request of victims of the drug war through the Office of Public Counsel for Victims (OPCV) to take a stand in the case against Duterte. The ICC\u2019s Victims&#8217; Participation and Reparations Section (VPRS) that assists victims of crimes against humanity was assigned to <\/span><a href=\"https:\/\/verafiles.org\/articles\/icc-lets-victims-participate-in-appeal-proceedings-of-drug-probe-denies-ph-access-to-their-identities\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">submit<\/span><\/a><span style=\"font-weight: 400;\"> a report in the Philippines case by 22 May 2023 with collected victim statements.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The recent arrest warrant issued against Russian President Vladimir Putin has <\/span><a href=\"https:\/\/www.bworldonline.com\/the-nation\/2023\/03\/19\/511467\/putin-arrest-order-a-shadow-of-things-to-come-for-duterte-analysts-say\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">demonstrated<\/span><\/a><span style=\"font-weight: 400;\"> the ICC&#8217;s functionality. Agnes Callamard, Secretary General of Amnesty International, <\/span><a href=\"https:\/\/www.rappler.com\/nation\/amnesty-international-callamard-marcos-investigate-duterte-responsibility-drug-war-killings\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">sees<\/span><\/a><span style=\"font-weight: 400;\"> this as a clear signal that there is international justice for massive human rights violations.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Senator Francis Tolentino invited the ICC and Chief Prosecutor Karim Khan to a Senate hearing on the <\/span><a href=\"https:\/\/amp.ngo\/en\/philippine-government-appeals-reopening-of-icc-investigation\/\"><span style=\"font-weight: 400;\">resolutions<\/span><\/a><span style=\"font-weight: 400;\"> in defence of former President Duterte.
