{"id":7950,"date":"2023-03-20T01:00:11","date_gmt":"2023-03-20T00:00:11","guid":{"rendered":"https:\/\/amp.ngo\/?p=7950"},"modified":"2023-03-17T11:32:03","modified_gmt":"2023-03-17T10:32:03","slug":"eu-parliamentarians-discussed-human-rights-situation-with-philippine-government-in-manila","status":"publish","type":"post","link":"https:\/\/amp.ngo\/en\/eu-parliamentarians-discussed-human-rights-situation-with-philippine-government-in-manila\/","title":{"rendered":"EU-Parliamentarians discussed human rights situation with Philippine government in Manila"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Six members of the European Parliament (MEPs) from the Subcommittee on Human Rights (DROI) <\/span><a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20230224IPR76401\/meps-visit-the-philippines-to-discuss-human-rights-developments-in-the-country\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">visited<\/span><\/a><span style=\"font-weight: 400;\"> the Philippines from 22-24 February 2023 for an assessment of the current human rights situation and readiness of the Philippine government to act. The EU delegation <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20230224IPR76401\/meps-visit-the-philippines-to-discuss-human-rights-developments-in-the-country\" target=\"_blank\" rel=\"noopener\">met<\/a> with representatives from various government agencies, including the Secretary of Justice, Secretary of Trade and Investment and various members of the Congress, as well as representatives from human rights organisations in Manila.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The MEPs <\/span><a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20230224IPR76401\/meps-visit-the-philippines-to-discuss-human-rights-developments-in-the-country\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">underlined<\/span><\/a><span style=\"font-weight: 400;\"> towards the government that the EU welcomes the new approach of the anti-drug campaign with a rehabilitation and prevention focus. However, as DROI Vice-Chair Hannah Neumann said, the EU is deeply <\/span><a href=\"https:\/\/www.philstar.com\/headlines\/2023\/02\/26\/2247688\/allowing-icc-probe-shows-philippine-commitment-hr\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">concerned<\/span><\/a><span style=\"font-weight: 400;\"> that extrajudicial killings related to the so-called &#8220;war on drugs&#8221; continue to take place. Neumann also stressed that <\/span><a href=\"https:\/\/www.bworldonline.com\/the-nation\/2023\/02\/22\/506338\/eu-worried-about-extrajudicial-killings-under-philippine-drug-war\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">prosecution<\/span><\/a><span style=\"font-weight: 400;\"> of the perpetrators is slow. Despite at least 6,000 cases of extrajudicial killings, only 20 criminal <\/span><a href=\"https:\/\/www.bworldonline.com\/the-nation\/2023\/02\/22\/506338\/eu-worried-about-extrajudicial-killings-under-philippine-drug-war\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">cases<\/span><\/a><span style=\"font-weight: 400;\"> were filed and three perpetrators convicted.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">During the talks, MEPs advocated for cooperation with the International Criminal Court (<\/span><a href=\"https:\/\/www.bworldonline.com\/the-nation\/2023\/02\/22\/506338\/eu-worried-about-extrajudicial-killings-under-philippine-drug-war\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">ICC<\/span><\/a><span style=\"font-weight: 400;\">) to investigate human rights violations in the anti-drug campaign under ex-President Rodrigo Duterte. This would demonstrate the Philippine government&#8217;s commitment to its human rights obligations. Moreover, rejoining the ICC, as well as dropping the charges against ex-senator Leila de Lima, would send a <\/span><a href=\"https:\/\/www.philstar.com\/headlines\/2023\/02\/26\/2247688\/allowing-icc-probe-shows-philippine-commitment-hr\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">&#8220;strong&#8221;<\/span><\/a><span style=\"font-weight: 400;\"> signal of the government to be committed to comply with international human rights standards, the MEPs underlined. This call was also <\/span><a href=\"https:\/\/www.bworldonline.com\/editors-picks\/2023\/02\/26\/506952\/philippines-should-work-with-human-rights-watchdogs-eu-parliamentarian\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">shared<\/span><\/a><span style=\"font-weight: 400;\"> by the international human rights organisation Amnesty International. The EU delegation had earlier visited De Lima in prison and also called for the <\/span><a href=\"https:\/\/www.philstar.com\/headlines\/2023\/02\/26\/2247688\/allowing-icc-probe-shows-philippine-commitment-hr\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">release<\/span><\/a><span style=\"font-weight: 400;\"> of lesser-known political prisoners.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This attitude towards human rights, Neumann explained, is what the EU would <\/span><a href=\"https:\/\/www.philstar.com\/headlines\/2023\/02\/26\/2247688\/allowing-icc-probe-shows-philippine-commitment-hr\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">expect<\/span><\/a><span style=\"font-weight: 400;\"> from Generalised Scheme of Preferences Plus (GSP+) partner countries like the Philippines. The GSP+ grants duty-free access to Europe for more than 6,000 Philippine products &#8211; participation in the programme is conditional on meeting international <\/span><a href=\"https:\/\/amp.ngo\/marcos-will-handelspraeferenzen-ohne-bedingung-zur-erfuellung-von-menschenrechtskonventionen\/\"><span style=\"font-weight: 400;\">human rights standards<\/span><\/a><span style=\"font-weight: 400;\">. The Philippines&#8217; new application will be considered over the next two years. In order to maintain trade preferences, <\/span><a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20230224IPR76401\/meps-visit-the-philippines-to-discuss-human-rights-developments-in-the-country\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">clear<\/span><\/a><span style=\"font-weight: 400;\"> action by the Philippine government on its responsibility to uphold human rights is necessary, Neumann <\/span><a href=\"https:\/\/www.philstar.com\/headlines\/2023\/02\/26\/2247688\/allowing-icc-probe-shows-philippine-commitment-hr\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">said<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Neri J. Colmenares, former congressman and president of the National Union of Peoples&#8217; Lawyers, said the meeting with the EU played a <\/span><a href=\"https:\/\/www.bworldonline.com\/editors-picks\/2023\/02\/26\/506952\/philippines-should-work-with-human-rights-watchdogs-eu-parliamentarian\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">crucial<\/span><\/a><span style=\"font-weight: 400;\"> role and criticised the failure to prosecute the perpetrators of the numerous extrajudicial killings in the &#8220;war on drugs&#8221;.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For Senator Francis N. Tolentino, the meeting with the EU delegation was a step into the <\/span><a href=\"https:\/\/www.bworldonline.com\/the-nation\/2023\/02\/22\/506338\/eu-worried-about-extrajudicial-killings-under-philippine-drug-war\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">right<\/span><\/a><span style=\"font-weight: 400;\"> direction, while former police chief Senator Ronald M. de la Rosa, perceived the discussion as very <\/span><a href=\"https:\/\/www.benarnews.org\/english\/news\/philippine\/drug-discussions-02222023132102.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">intense<\/span><\/a><span style=\"font-weight: 400;\"> and saw the sovereignty of the Philippines undermined by the statements of the MEPs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Opposition Senator Risa Hontiveros welcomed the EP-delegation&#8217;s call to support the ICC&#8217;s independent investigation. For Hontiveros, this cooperation is an important step towards <\/span><a href=\"https:\/\/www.bworldonline.com\/the-nation\/2023\/02\/22\/506338\/eu-worried-about-extrajudicial-killings-under-philippine-drug-war\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">exhausting<\/span><\/a><span style=\"font-weight: 400;\"> all means to create transparency as well as justice for the victims of the anti-drug campaign.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">MEPs also <\/span><a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20230224IPR76401\/meps-visit-the-philippines-to-discuss-human-rights-developments-in-the-country\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">called<\/span><\/a><span style=\"font-weight: 400;\"> on the government to stop the so-called &#8220;red-tagging&#8221; (i.e. accusations of supporting the communist insurgency) of critical voices and to adopt a proposed legislation to protect human rights defenders.
