{"id":7260,"date":"2023-01-23T01:00:26","date_gmt":"2023-01-23T00:00:26","guid":{"rendered":"https:\/\/amp.ngo\/?p=7260"},"modified":"2023-02-10T15:56:27","modified_gmt":"2023-02-10T14:56:27","slug":"marcos-wants-trade-preferences-without-condition-to-comply-with-human-rights-conventions","status":"publish","type":"post","link":"https:\/\/amp.ngo\/en\/marcos-wants-trade-preferences-without-condition-to-comply-with-human-rights-conventions\/","title":{"rendered":"Marcos wants trade preferences without human rights compliance"},"content":{"rendered":"<p>President Ferdinand Marcos Jr. discussed at the <a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/854184\/marcos-leaves-for-belgium-to-attend-asean-eu-summit\" target=\"_blank\" rel=\"noopener\">EU-ASEAN Summit<\/a> on December 12-14, 2022, also the Philippines&#8217; status and <a href=\"https:\/\/amp.ngo\/en\/brussels-philippine-delegation-seeks-renewal-of-eu-trade-preferences\/\">new application<\/a> for EU&#8217;s Generalized Scheme of Preferences Plus (<a href=\"https:\/\/www.bworldonline.com\/the-nation\/2022\/12\/12\/492576\/president-to-bring-up-seafarers-gsp-in-eu-meet\" target=\"_blank\" rel=\"noopener\">GSP+<\/a>). The GSP+ allows a duty-free import of over 6,000 products from the Philippines to EU member states. The granting of these preferences is conditioned to the Philippine government&#8217;s compliance with 27 international conventions on human rights, labor, good governance, and climate change.<\/p>\n<p><a href=\"https:\/\/malaya.com.ph\/news_business\/marcos-to-eu-hr-issues-must-not-be-tied-to-gsp\/\" target=\"_blank\" rel=\"noopener\">Marcos<\/a> commented with respect to the compliance of international human rights standards in an interview before attending the summit: &#8220;We\u2019ll bring it up with the EU. I don\u2019t think one thing should be related to the other.&#8221;<\/p>\n<p>The current human rights situation in the Philippines shows &#8220;<a href=\"https:\/\/www.rappler.com\/newsbreak\/in-depth\/outlook-accountability-justice-duterte-drug-war-killings-abuses-marcos-administration-2023\/\" target=\"_blank\" rel=\"noopener\">blatant violations<\/a>,&#8221; underlined Claudio Francavilla from Human Rights Watch in Brussels. If the EU was serious about the GSP+, it would &#8220;publicly set clear, specific, time bound benchmarks for the Filipino government to comply with its end of the deal.&#8221; Because otherwise, this would be a \u201c<a href=\"https:\/\/www.rappler.com\/newsbreak\/in-depth\/outlook-accountability-justice-duterte-drug-war-killings-abuses-marcos-administration-2023\/\" target=\"_blank\" rel=\"noopener\">blank check<\/a> for the Marcos administration, a green light for abuses, and a blow to the GSP+\u2019s credibility,&#8221; Francavilla said.<\/p>\n<p>In 2023, the Philippines must submit a <a href=\"https:\/\/newsinfo.inquirer.net\/1704455\/marcos-to-address-eus-issue-with-ph-human-rights-abuses\" target=\"_blank\" rel=\"noopener\">new application<\/a> to qualify for GSP+ trade benefits. Government data from 2019 shows that the EU is the Philippines&#8217; single largest foreign investor.
