The program, Buhay Ingatan, Droga&#8217;y Ayaw (Take care of life, Don&#8217;t want drugs), is intended to take a &#8220;holistic&#8221; approach, involving relevant national and <a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/852501\/lgus-told-to-prepare-own-anti-drug-plan\/\" target=\"_blank\" rel=\"noopener\">local government<\/a> agencies as well as <a href=\"https:\/\/www.pna.gov.ph\/articles\/1189537\" target=\"_blank\" rel=\"noopener\">church and religious groups<\/a> in the fight against illegal drug use. The program&#8217;s primary goal is to reduce the <a href=\"https:\/\/www.philstar.com\/headlines\/2022\/11\/25\/2226415\/dilg-urges-support-anti-drug-advocacy-programs\" target=\"_blank\" rel=\"noopener\">demand for drugs<\/a>. This is to be implemented within the framework of laws and international human rights standards, and with a focus on rehabilitation.<\/p>\n<p>Human rights organizations such as Human Rights Watch (HRW) and Karapatan welcome the health-oriented approach but also expressed concerns: A genuine program, they said, should include and ensure <a href=\"https:\/\/newsinfo.inquirer.net\/1698560\/rights-advocates-revamped-drug-war-should-include-accountability\" target=\"_blank\" rel=\"noopener\">accountability<\/a> for abuses and human rights violations committed in relation to the anti-drug program. According to data from the university project <a href=\"https:\/\/dahas.upd.edu.ph\/\" target=\"_blank\" rel=\"noopener\">Dahas<\/a>, there were 152 drug-related <a href=\"https:\/\/verafiles.org\/articles\/drug-killings-under-marcos-surpass-those-killed-in-last-six-months-of-duterte\" target=\"_blank\" rel=\"noopener\">extrajudicial killings<\/a> in the first five months of the Marcos administration, which are more than the 149 killings in the last six months of the Duterte administration. In addition, over <a href=\"https:\/\/www.philstar.com\/headlines\/2022\/11\/29\/2227304\/anti-drug-raids-continue-over-24k-drug-personalities-arrested-under-marcos-dilg\" target=\"_blank\" rel=\"noopener\">24,000 people<\/a> have already been arrested during the Marcos term as part of the so-called &#8220;war on drugs.&#8221;<\/p>\n<p>Interior Secretary Benhur Abalos and DILG Undersecretary Margarita Gutierrez acknowledged that the previous administration <a href=\"https:\/\/www.rappler.com\/nation\/dilg-launches-anti-drug-program-respect-human-rights\/\" target=\"_blank\" rel=\"noopener\">focused<\/a> its &#8220;war on drugs&#8221; on prosecution. According to Abalos, the DILG&#8217;s new approach will be &#8220;pro-life.\u201d Instead of curbing the &#8220;war on drugs&#8221;, the current administration wants to intensify it. \u201c<a href=\"https:\/\/www.rappler.com\/nation\/dilg-launches-anti-drug-program-respect-human-rights\/\" target=\"_blank\" rel=\"noopener\">President Ferdinand Marcos Jr<\/a>. stated that he will not let this fire die out, and that our war on illegal drugs will press on stronger than ever before,\u201d Gutierrez said.<\/p>\n<p>For HRW senior researcher <a href=\"https:\/\/newsinfo.inquirer.net\/1698560\/rights-advocates-revamped-drug-war-should-include-accountability\" target=\"_blank\" rel=\"noopener\">Carlos Conde<\/a>, the government&#8217;s statements &#8220;are just rhetoric for now, designed to make it appear to the public and the international community that things are changing in the Philippines.&#8221; This was echoed by Karapatan Secretary General Cristina <a href=\"https:\/\/newsinfo.inquirer.net\/1698560\/rights-advocates-revamped-drug-war-should-include-accountability\" target=\"_blank\" rel=\"noopener\">Palabay<\/a>. Bayan Secretary General Renato <a href=\"https:\/\/newsinfo.inquirer.net\/1698560\/rights-advocates-revamped-drug-war-should-include-accountability\" target=\"_blank\" rel=\"noopener\">Reyes<\/a> said the government needs to increase overall funding for the health sector so that drug rehabilitation can be effective.<\/p>\n<p>Action against a <a href=\"https:\/\/www.pna.gov.ph\/articles\/1189485\" target=\"_blank\" rel=\"noopener\">&#8220;culture of impunity&#8221;<\/a> also drew attention from Bienvenido &#8220;Benny&#8221; Abante Jr. chairman of the Human Rights Committee of the House Representatives.
