In regard to the Philippines the report highlights the ongoing so-called war on drugs, the controversial Anti-Terrorism Act, red-tagging, and attacks against journalists, lawyers, and activists. With elections coming up in May 2022, Brad Adams, HRW&#8217;s Asia director, stresses <a href=\"https:\/\/www.rappler.com\/nation\/elections\/hrw-report-fixing-human-rights-disaster-under-duterte-priority-next-president\/?mc_cid=902cf3823b&amp;mc_eid=f18a12f635\" target=\"_blank\" rel=\"noopener\">the need for the new government to prioritize the protection of human rights<\/a>. Adams further adds that presidential candidates &#8220;should also announce their willingness to fully cooperate with the ICC investigation.&#8221;<\/p>\n<p>Currently, the <a href=\"https:\/\/amp.ngo\/en\/steps-to-legally-protect-human-rights-defenders-2\/\">Human Rights Defenders Protection Act (HB 15)<\/a> is pending in the Senate after the Philippine House of Representatives has approved it. <a href=\"https:\/\/newsinfo.inquirer.net\/1545149\/intl-watchdog-calls-on-ph-senate-to-pass-human-rights-defenders-act\" target=\"_blank\" rel=\"noopener\">The Observatory (OMCT-FIDH)<\/a>, a partner program of the World Organisation Against Torture (OMCT) and the International Federation for Human Rights (FIDH), appeals to the Senate to pass the bill. With the same call, <a href=\"https:\/\/www.amnesty.org.ph\/2022\/01\/ph-senate-should-act-swiftly-pass-hrdp-bill-to-protect-human-rights\/\" target=\"_blank\" rel=\"noopener\">Amnesty International emphasized the urgency<\/a> in this regard: &#8220;This bill is sorely needed as an answer to the Duterte administration\u2019s intense crackdown on activists and any other person who speaks critically of its policies. [&#8230;] If enacted into law, this will also provide some measure of protection for activists and other human rights workers until the Anti-Terror Law is amended.&#8221;<\/p>\n<p>Senator Leila de Lima, who previously co-authored a similar bill in 2019, expresses her pessimism, saying it is &#8220;<a href=\"https:\/\/www.philstar.com\/headlines\/2022\/01\/18\/2154739\/passage-human-rights-defendersprotection-bill-might-stall-senate\" target=\"_blank\" rel=\"noopener\">almost certain that President Rodrigo Duterte will veto it.<\/a>&#8221; By signing the 2022 national budget, Duterte already vetoed the <a href=\"https:\/\/newsinfo.inquirer.net\/1535957\/chr-upset-over-duterte-veto-of-human-rights-institute-in-2022-natl-budget?utm_campaign=News%20and%20updates%20on%20human%20rights%20in%20the%20Philippines&amp;utm_medium=email&amp;utm_source=Revue%20newsletter\" target=\"_blank\" rel=\"noopener\">establishment of a Human Rights Institute<\/a> by the Commission on Human Rights (CHR).
