The Senate Finance Committee approved a cut in the NTF-ELCAC budget from 28 to 4 billion pesos. The surplus funds are now to be used for pandemic measures. The Armed Forces of the Philippines (AFP) nevertheless <a href=\"https:\/\/businessmirror.com.ph\/2021\/11\/14\/new-afp-chief-vows-intensified-counterinsurgency-operations\/\" target=\"_blank\" rel=\"noopener\">urges intensifying counterinsurgency measures<\/a> to fulfill Duterte&#8217;s orders to end communist insurgencies by the New People&#8217;s Army (NPA) by the May 2022 elections.<\/p>\n<p>On October 30, 2021, military troops announced they had killed NPA leader Jorge Madlos and his companion. This was followed by <a href=\"https:\/\/www.rappler.com\/nation\/military-launches-fresh-offensive-against-madlos-followers-bukidnon?utm_campaign=News%20and%20updates%20on%20human%20rights%20in%20the%20Philippines&amp;utm_medium=email&amp;utm_source=Revue%20newsletter\" target=\"_blank\" rel=\"noopener\">three days of air strikes and then ground operations in Bukidnon<\/a>, Mindanao, to combat additional NPA groups and Madlos&#8217; followers in that area. The Philippine Ecumenical Peace Platform (<a href=\"https:\/\/newsinfo.inquirer.net\/1512051\/group-appeals-to-govt-stop-aerial-bombings-in-butuan-bukidnon\" target=\"_blank\" rel=\"noopener\">PEPP) strongly condemns the attacks<\/a> and calls on the government to stop bombing operations, saying, &#8220;the bombing of communities is almost always indiscriminate, and the victims are more often non-combatants and innocent civilians. This goes against provisions in International Humanitarian Law and has long-term implications for the traumatized communities.&#8221;<\/p>\n<p>As PEPP puts it <a href=\"https:\/\/opinion.inquirer.net\/146516\/defund-ntf-elcac-reallocate-remaining-p4-billion-budget-to-covid-19-response\" target=\"_blank\" rel=\"noopener\">in a Philippine Daily Inquirer article<\/a>, the NTF-ELCAC &#8220;has become a hindrance to the promise of peace&#8221; and &#8220;the critical weapon in the government\u2019s total war against what it calls terrorists.&#8221; PEPP calls for the <a href=\"https:\/\/amp.ngo\/en\/listing-of-ndfp-as-terrorist-group-an-antipeace-act\/\">resumption of peace talks<\/a> with the National Democratic Front of the Philippines (NDFP). The results of its counterinsurgency operations are reduced to human rights violations, the red-tagging of a wide range of civilian actors, killings, threats and harassment, as well as restrictions on the movement of peasant and indigenous communities increased.<\/p>\n<p>The fact that the Governments counterinsurgency strategy is particularly affecting peasant and indigenous communities is also <a href=\"https:\/\/mb.com.ph\/2021\/10\/16\/rural-women-face-repression-threats-daily-group\/\" target=\"_blank\" rel=\"noopener\">condemned by the human rights group Council for People&#8217;s Development and Governance (CPDG)<\/a>. Rural women are particularly subjected to daily repression.
