{"id":13549,"date":"2026-07-20T11:36:52","date_gmt":"2026-07-20T10:36:52","guid":{"rendered":"https:\/\/amp.ngo\/?p=13549"},"modified":"2026-07-17T11:47:54","modified_gmt":"2026-07-17T10:47:54","slug":"eu-philippines-free-trade-agreement-lawmakers-civil-society-groups-call-for-legally-binding-safeguards-for-human-rights-and-the-environment","status":"publish","type":"post","link":"https:\/\/amp.ngo\/en\/eu-philippines-free-trade-agreement-lawmakers-civil-society-groups-call-for-legally-binding-safeguards-for-human-rights-and-the-environment\/","title":{"rendered":"EU-Philippines free trade agreement: Lawmakers, civil society groups call for legally binding safeguards for human rights and the environment"},"content":{"rendered":"<p>Lawmakers and human rights groups pressed for strong human rights and environmental safeguards as the European Union pushed forward with the conclusion of a free trade agreement with the Philippines <a href=\"https:\/\/table.media\/en\/europe\/news\/free-trade-agreement-seventh-negotiating-round-between-the-eu-and-the-philippines\" target=\"_blank\" rel=\"noopener\">during<\/a> its seventh round of negotiations from June 29 to July 3, 2026.<\/p>\n<p>German President Frank-Walter Steinmeier also <a href=\"https:\/\/tribune.net.ph\/2026\/06\/16\/german-president-backs-speedy-eu-philippines-free-trade-deal\" target=\"_blank\" rel=\"noopener\">urged<\/a> the swift completion of the European Union-Philippines Free Trade Agreement (EU-PH-FTA) at a press conference in Manila on June 16, 2026, <a href=\"https:\/\/tribune.net.ph\/2026\/06\/16\/german-president-backs-speedy-eu-philippines-free-trade-deal\" target=\"_blank\" rel=\"noopener\">saying<\/a> it would boost market access for Philippine exports and attract more European investment.<\/p>\n<p>Prior to Steinmeier\u2019s departure for Southeast Asia, critics <a href=\"https:\/\/taz.de\/Steinmeier-in-Suedostasien\/!6186862\/\" target=\"_blank\" rel=\"noopener\">noted<\/a> that securing raw materials seems to be a key focus of the trade talks, but the FTA contains no effective safeguards against deforestation and environmental harm. They <a href=\"https:\/\/taz.de\/Steinmeier-in-Suedostasien\/!6186862\/\" target=\"_blank\" rel=\"noopener\">advised<\/a> Steinmeier \u201cnot to act as a spokesperson for the German business community.\u201d<\/p>\n<p>The EU is especially <a href=\"https:\/\/www.nd-aktuell.de\/artikel\/1200425.steinmeier-auf-asien-reise-indonesien-steinmeier-schweigt-ueber-demokratiesdefizite.html\" target=\"_blank\" rel=\"noopener\">interested<\/a> in the Philippines\u2019 deposits of critical raw materials, such as nickel, copper, and cobald, which are essential for green technologies.<\/p>\n<p>In a letter, German Left Party lawmakers <a href=\"https:\/\/taz.de\/Steinmeier-in-Suedostasien\/!6186862\/\" target=\"_blank\" rel=\"noopener\">warned<\/a> Steinmeier that German imports of raw materials from Indonesia and the Philippines have caused serious human rights and environmental violations.<\/p>\n<p>Charlotte Neuh\u00e4user, G\u00f6kay Akbulut, and Katrin Fey <a href=\"https:\/\/taz.de\/Steinmeier-in-Suedostasien\/!6186862\/\" target=\"_blank\" rel=\"noopener\">cautioned<\/a> that Germany\u2019s demand for raw materials must \u201cnot lead to a new form of green colonialism.\u201d The energy transition away from fossil fuels &#8211; for which many of these raw materials are needed &#8211; must \u201cnot be carried out at the expense of the people of the Global South,\u201d they <a href=\"https:\/\/taz.de\/Steinmeier-in-Suedostasien\/!6186862\/\" target=\"_blank\" rel=\"noopener\">added<\/a>.<\/p>\n<p>They <a href=\"https:\/\/taz.de\/Steinmeier-in-Suedostasien\/!6186862\/\" target=\"_blank\" rel=\"noopener\">urged<\/a> Steinmeier to heed concerns from Indonesian and Filipino activists, unionists, and politicians about the environmental and social consequences of raw-resource extraction under such agreements.<\/p>\n<p>The lawmakers <a href=\"https:\/\/taz.de\/Steinmeier-in-Suedostasien\/!6186862\/\" target=\"_blank\" rel=\"noopener\">called<\/a> on Steinmeier to meet directly with affected local communities and urged him to support the protection of the environment, human rights, and democracy in discussions with leaders from Indonesia and the Philippines, as well as with German companies.<\/p>\n<p>Steinmeier\u2019s <a href=\"https:\/\/www.bundespraesident.de\/SharedDocs\/Berichte\/DE\/Frank-Walter-Steinmeier\/2026\/06\/260613-18-Reise-IDN-PHL-UZB.html\" target=\"_blank\" rel=\"noopener\">list<\/a> of activities in the Philippines did not include such meetings.<\/p>\n<p>21 European civil society organizations (CSO) <a href=\"https:\/\/amp.ngo\/en\/joint-statement-by-eu-cso-eu-philippines-free-trade-agreement-trade-must-not-be-built-on-human-rights-violations\/\">cautioned<\/a> that the FTA could fuel more human rights abuses, environmental damage, and land conflicts, especially harming Indigenous Peoples and marginalized groups. They <a href=\"https:\/\/amp.ngo\/en\/joint-statement-by-eu-cso-eu-philippines-free-trade-agreement-trade-must-not-be-built-on-human-rights-violations\/\">emphasize<\/a> that \u201ccommunities are usually often not meaningfully consulted, and the Free, Prior, and Informed Consent (FPIC) is frequently violated.\u201d The CSO are <a href=\"https:\/\/amp.ngo\/en\/joint-statement-by-eu-cso-eu-philippines-free-trade-agreement-trade-must-not-be-built-on-human-rights-violations\/\">concerned<\/a> that the FTA could increase EU investment in mining in the Philippines and thereby &#8220;worsen the situation of Indigenous Peoples and local communities.\u201d<\/p>\n<p>In a joint statement dated June 26, 2026, they <a href=\"https:\/\/amp.ngo\/en\/joint-statement-by-eu-cso-eu-philippines-free-trade-agreement-trade-must-not-be-built-on-human-rights-violations\/\">urged<\/a> negotiators to halt talks until real improvements are made on human rights, environmental, and labor protections in the Philippines. The groups said any deal should include enforceable rules to guarantee accountability and defend vulnerable communities.<\/p>\n<p>The Philippine CSO Sentro and Trade Justice Pilipinas <a href=\"https:\/\/focusweb.org\/wp-content\/uploads\/2026\/06\/Invisiblebydesign-critique-paper.pdf\" target=\"_blank\" rel=\"noopener\">elaborated<\/a> in a briefing paper the risks to human rights and democratic principles posed by the provisions proposed in the Digital Trade Chapter of the EU-PH-FTA. They <a href=\"https:\/\/focusweb.org\/wp-content\/uploads\/2026\/06\/Invisiblebydesign-critique-paper.pdf\" target=\"_blank\" rel=\"noopener\">say<\/a> the agreement does not contain any labor standards for the digital economy. According to the labor groups, this is <a href=\"https:\/\/focusweb.org\/wp-content\/uploads\/2026\/06\/Invisiblebydesign-critique-paper.pdf\" target=\"_blank\" rel=\"noopener\">worrisome<\/a> as they have observed a growing \u201cdependence of platform workers on algorithmic systems they cannot see, understand, or challenge.\u201d<\/p>\n<p>In an open letter dated June 17, 2026 and addressed to EU officials, Human Rights Watch also <a href=\"https:\/\/www.hrw.org\/news\/2026\/06\/17\/letter-on-the-eu-philippines-free-trade-agreement\" target=\"_blank\" rel=\"noopener\">warned<\/a> about ongoing abuses in the Philippines, including attacks on activists, indigenous leaders, and trade unionists, as well as the misuse of anti-terror laws and threats to media and labor rights.
