The NPA is the armed wing of the Communist Party of the Philippines (CPP) and officially designated as a terrorist group.<\/p>\n<p>The Armed Forces of the Philippines (AFP) <a href=\"https:\/\/rightsreport.org\/2026\/04\/23\/negros-19\/\" target=\"_blank\" rel=\"noopener\">claimed<\/a> a decisive victory over communist insurgents, <a href=\"https:\/\/rsf.org\/en\/philippines-rsf-calls-full-transparency-over-killing-journalist-rj-nichole-ledesma\" target=\"_blank\" rel=\"noopener\">asserting<\/a> that all those killed were armed rebels. However, this narrative has been strongly <a href=\"https:\/\/www.rappler.com\/people\/obituary\/maureen-santuyo-upou-student-toboso-killing-victim-profile\/\" target=\"_blank\" rel=\"noopener\">disputed<\/a> by human rights groups, local activists, and the families of the victims, who <a href=\"https:\/\/www.rappler.com\/people\/obituary\/maureen-santuyo-upou-student-toboso-killing-victim-profile\/\" target=\"_blank\" rel=\"noopener\">insist<\/a> that at least nine of the dead were civilians; this was <a href=\"https:\/\/philippinerevolution.nu\/statements\/on-the-toboso-massacre\/\" target=\"_blank\" rel=\"noopener\">confirmed<\/a> by the CPP. Ledesma (Altermidya), student councilor Alyssa Alano, youth rights activist Maureen Keil Santuyo (National Network of Agrarian Reform Advocates\/NNARA-Youth), peasants rights activist Errol Wendel (Unyon ng mga Manggagawa sa Agrikultura), and human rights activist Lyle Prijoles (International Coalition for Human Rights in the Philippines California) and his companion Kai Sorem from the USA.<\/p>\n<p>Eyewitness reports and forensic findings have <a href=\"https:\/\/rightsreport.org\/2026\/04\/28\/toboso-npa\/\" target=\"_blank\" rel=\"noopener\">raised<\/a> serious questions about the conduct of the military operation. Forensic pathologist Dr. Raquel Fortun <a href=\"https:\/\/manilastandard.net\/news\/314737261\/fortun-presents-initial-autopsy-findings-on-toboso-bodies.html\" target=\"_blank\" rel=\"noopener\">reported<\/a> gunshot wounds to the back and potential mishandling of bodies. According to Fortun, Errol Wendel\u2019s body was <a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/986838\/body-toboso-member-family-autopsy\/story\/\" target=\"_blank\" rel=\"noopener\">misidentified<\/a>; Wendel&#8217;s body remains missing.<\/p>\n<p>The military maintains that all fatalities were combatants. The CPP, however, <a href=\"https:\/\/philippinerevolution.nu\/statements\/on-the-toboso-massacre\/\" target=\"_blank\" rel=\"noopener\">confirmed<\/a> only ten were NPA fighters and identified the rest as civilians.
