{"id":13020,"date":"2026-04-20T06:55:16","date_gmt":"2026-04-20T05:55:16","guid":{"rendered":"https:\/\/amp.ngo\/?p=13020"},"modified":"2026-04-17T12:25:03","modified_gmt":"2026-04-17T11:25:03","slug":"rodrigo-duterte-faces-another-icc-hearing-daughter-faces-impeachment-proceedings","status":"publish","type":"post","link":"https:\/\/amp.ngo\/en\/rodrigo-duterte-faces-another-icc-hearing-daughter-faces-impeachment-proceedings\/","title":{"rendered":"Rodrigo Duterte faces another ICC hearing, daughter faces impeachment proceedings"},"content":{"rendered":"<p>Former Philippine President Rodrigo Duterte and his daughter, Vice President Sara Duterte, are each set to face separate legal proceedings on April 22, 2026.<\/p>\n<p>Rodrigo Duterte is scheduled to appear before the International Criminal Court (ICC) in The Hague, but he has <a href=\"https:\/\/www.philstar.com\/headlines\/2026\/04\/14\/2520954\/duterte-asks-icc-appeals-chamber-waive-his-appearance-april-22\" target=\"_blank\" rel=\"noopener\">requested<\/a> to skip the hearing, consistent with his refusal to engage with the court process. On this day, ICC judges will rule on an <a href=\"https:\/\/www.icc-cpi.int\/court-record\/icc-01\/21-01\/25-319\" target=\"_blank\" rel=\"noopener\">appeal brief<\/a> that was submitted by Duterte\u2019s lawyers last November 14, 2025.<\/p>\n<p>The appeal <a href=\"https:\/\/www.icc-cpi.int\/court-record\/icc-01\/21-01\/25-319\" target=\"_blank\" rel=\"noopener\">contests<\/a> a key ruling by the ICC Pre-Trial Chamber I on October 23, 2025, which affirmed the court\u2019s jurisdiction over his case. His lawyers have also <a href=\"https:\/\/www.icc-cpi.int\/court-record\/icc-01\/21-01\/25-319\" target=\"_blank\" rel=\"noopener\">asked<\/a> the court to terminate all proceedings and release him immediately and unconditionally.<\/p>\n<p>Duterte <a href=\"https:\/\/www.icc-cpi.int\/sites\/default\/files\/2026-02\/DuterteEng.pdf\" target=\"_blank\" rel=\"noopener\">faces<\/a> three counts of crimes against humanity for murders and attempted murders allegedly committed between November 1, 2011, and March 16, 2019. The alleged offenses are <a href=\"https:\/\/www.icc-cpi.int\/sites\/default\/files\/2026-02\/DuterteEng.pdf\" target=\"_blank\" rel=\"noopener\">tied<\/a> to his so-called &#8220;war on drugs,&#8221; waged first when he was mayor of Davao City and later as president of the Philippines.<\/p>\n<p>Duterte has been in ICC custody since <a href=\"https:\/\/www.icc-cpi.int\/sites\/default\/files\/2026-02\/DuterteEng.pdf\" target=\"_blank\" rel=\"noopener\">March 2025<\/a>.<\/p>\n<p>If the judges uphold the court\u2019s jurisdiction, the ICC Pre-Trial Chamber is expected to <a href=\"https:\/\/www.icc-cpi.int\/philippines\/duterte\" target=\"_blank\" rel=\"noopener\">decide<\/a> by the end of April whether the charges will advance to a full trial, which could <a href=\"https:\/\/www.rappler.com\/philippines\/icc-ruling-proceed-duterte-trial-april-2026\/\" target=\"_blank\" rel=\"noopener\">begin<\/a> late this year.<\/p>\n<p>Filipinos hold sharply <a href=\"https:\/\/www.abs-cbn.com\/news\/nation\/2026\/4\/7\/majority-backs-duterte-icc-trial-but-split-on-court-s-trustworthiness-poll-1523\" target=\"_blank\" rel=\"noopener\">differing<\/a> views on the matter.<\/p>\n<p>According to a <a href=\"https:\/\/www.abs-cbn.com\/news\/nation\/2026\/4\/7\/majority-backs-duterte-icc-trial-but-split-on-court-s-trustworthiness-poll-1523\" target=\"_blank\" rel=\"noopener\">poll<\/a> conducted in March 2026, nearly 60 percent of respondents felt it was essential for the former president to face trial at the ICC, whereas about a quarter disagreed. More than half <a href=\"https:\/\/www.abs-cbn.com\/news\/nation\/2026\/4\/7\/majority-backs-duterte-icc-trial-but-split-on-court-s-trustworthiness-poll-1523\" target=\"_blank\" rel=\"noopener\">supported<\/a> the arrest of his alleged co-perpetrators, yet trust in the ICC remains low. Only 35 percent <a href=\"https:\/\/www.abs-cbn.com\/news\/nation\/2026\/4\/7\/majority-backs-duterte-icc-trial-but-split-on-court-s-trustworthiness-poll-1523\" target=\"_blank\" rel=\"noopener\">viewed<\/a> the court as fair, and 46 percent opposed the Philippines rejoining it.<\/p>\n<p>As proceedings against her father continue in The Hague, Vice President Sara Duterte <a href=\"https:\/\/www.abs-cbn.com\/news\/nation\/2026\/4\/14\/more-witnesses-expected-as-house-conducts-2nd-vp-sara-impeachment-hearing-0848\" target=\"_blank\" rel=\"noopener\">faces<\/a> the third public hearing on the impeachment complaint against her, before the House of Representatives&#8217; Committee on Justice in Quezon City, also on April 22, 2026.<\/p>\n<p>The committee is <a href=\"https:\/\/www.abs-cbn.com\/news\/nation\/2026\/4\/14\/more-witnesses-expected-as-house-conducts-2nd-vp-sara-impeachment-hearing-0848\" target=\"_blank\" rel=\"noopener\">scheduled<\/a> to hold a fourth hearing on April 29, 2026.<\/p>\n<p>Sara Duterte is <a href=\"https:\/\/www.abs-cbn.com\/news\/nation\/2026\/4\/14\/more-witnesses-expected-as-house-conducts-2nd-vp-sara-impeachment-hearing-0848\" target=\"_blank\" rel=\"noopener\">accused<\/a> of misusing a total of \u00a0612.5 million Pesos in confidential funds, allegations she denies.<\/p>\n<p>Ramil Madriaga, who claimed to have served as Sara Duterte\u2019s \u201cbagman,\u201d\u00a0 <a href=\"https:\/\/newsinfo.inquirer.net\/2212356\/madriaga-i-disposed-of-p125m-on-vps-orders-in-24-hours\" target=\"_blank\" rel=\"noopener\">testified<\/a> before the house committee on April 14, 2026. He <a href=\"https:\/\/newsinfo.inquirer.net\/2212356\/madriaga-i-disposed-of-p125m-on-vps-orders-in-24-hours\" target=\"_blank\" rel=\"noopener\">said<\/a> he delivered large sums of cash on her orders, including <a href=\"https:\/\/newsinfo.inquirer.net\/2212356\/madriaga-i-disposed-of-p125m-on-vps-orders-in-24-hours\" target=\"_blank\" rel=\"noopener\">125 million Pesos<\/a> in under 24 hours. He also <a href=\"https:\/\/www.abs-cbn.com\/news\/nation\/2026\/4\/14\/more-witnesses-expected-as-house-conducts-2nd-vp-sara-impeachment-hearing-0848\" target=\"_blank\" rel=\"noopener\">accused<\/a> Duterte of obtaining campaign funds from illegal offshore gaming and drug trafficking operations.<\/p>\n<p>Madriaga also <a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/983810\/madriaga-rody-duterte-plotted-coup-assassination-vs-marcos\/story\/\" target=\"_blank\" rel=\"noopener\">alleged<\/a> that former President Duterte had plotted to assassinate or stage a coup against President Ferdinand Marcos Jr.<\/p>\n<p>Sara Duterte <a href=\"https:\/\/www.diskurso.ph\/news\/2026\/04\/14\/sara-duterte-skips-impeachment-hearing-lawyer-says-not-required\" target=\"_blank\" rel=\"noopener\">skipped<\/a> the impeachment hearings and her lawyer maintains that she is not legally required to appear in person. She has also <a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/982989\/vp-duterte-supreme-court-house-impeachment-proceedings\/story\/\" target=\"_blank\" rel=\"noopener\">moved<\/a> to stop the proceedings entirely, filing a 58-page Supreme Court petition for a temporary restraining order (TRO) and a preliminary injunction. No TRO has been issued, and the House committee has <a href=\"https:\/\/www.philstar.com\/headlines\/2026\/04\/09\/2519604\/supreme-court-denies-vp-sara-plea-stop-impeachment-proceedings\" target=\"_blank\" rel=\"noopener\">pressed<\/a> forward.<\/p>\n<p>Like her father, Sara Duterte refuses to recognize the legitimacy of the proceedings, <a href=\"https:\/\/mb.com.ph\/2026\/03\/25\/dutertes-defense-team-eyes-remedies-as-house-panel-hearing-unconstitutional\" target=\"_blank\" rel=\"noopener\">calling<\/a> the House hearings unconstitutional on the grounds that only the Senate holds the authority to conduct an impeachment trial.<\/p>\n<p>Should the justice committee\u2019s report support impeachment, the matter will be <a href=\"https:\/\/www.rappler.com\/philippines\/house-justice-committee-impeachment-hearing-vice-president-sara-duterte-april-14-2026\/#:~:text=If%20the%20committee%20report%20favors%20the%20move%20to,the%20livestream%20of%20the%20hearing%20on%20this%20page.\" target=\"_blank\" rel=\"noopener\">forwarded<\/a> to the Senate for a full trial, provided it secures a one-third vote in the House plenary.<\/p>\n<p>Despite mounting legal pressure, Sara Duterte <a href=\"https:\/\/www.rappler.com\/philippines\/marcos-sara-duterte-performance-trust-ratings-pulse-asia-survey-march-2026\/?utm_source=piano&amp;utm_medium=email&amp;utm_campaign=38397&amp;pnespid=4baXjIkP_6XM57Sy_A_kpfIH.BZIuDV4x1YrD1Ex4kWVZ9HAWjG1uyteol6zZdOEqmQbZs.3\" target=\"_blank\" rel=\"noopener\">remains<\/a> one of the country&#8217;s most trusted officials, though recent surveys show her approval ratings slipping as President Marcos Jr.&#8217;s continue to climb.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Former Philippine President Rodrigo Duterte and his daughter, Vice President Sara Duterte, are each set to face separate legal proceedings on April 22, 2026.
