{"id":12867,"date":"2026-03-23T06:55:38","date_gmt":"2026-03-23T05:55:38","guid":{"rendered":"https:\/\/amp.ngo\/?p=12867"},"modified":"2026-03-20T16:16:38","modified_gmt":"2026-03-20T15:16:38","slug":"court-clears-lcde-executive-jazmin-jerusalem-groups-call-for-release-of-frozen-funds","status":"publish","type":"post","link":"https:\/\/amp.ngo\/en\/court-clears-lcde-executive-jazmin-jerusalem-groups-call-for-release-of-frozen-funds\/","title":{"rendered":"Court clears LCDE executive Jazmin Jerusalem; groups call for release of frozen funds"},"content":{"rendered":"<p>The Tacloban Regional Trial Court (RTC) has <a href=\"https:\/\/www.leytesamardailynews.com\/rtc-junks-terrorism-financing-charges-vs-leyte-ngo-exec-over-lack-of-published-terrorist-designation\/\" target=\"_blank\" rel=\"noopener\">dismissed<\/a> a charge of three counts of terrorism financing against Jazmin Jerusalem, executive director of the Leyte Center for Development and Empowerment (LCDE).<\/p>\n<p>In a decision dated February 27, 2026, Presiding Judge Georgina Uy Perez of RTC Branch 45 <a href=\"https:\/\/newsinfo.inquirer.net\/2191268\/tacloban-court-junks-terror-funding-rap-vs-ngo-exec\" target=\"_blank\" rel=\"noopener\">described<\/a> the prosecution\u2019s case as \u201cfatally flawed.\u201d<\/p>\n<p>Jerusalem had been <a href=\"https:\/\/newsinfo.inquirer.net\/2191268\/tacloban-court-junks-terror-funding-rap-vs-ngo-exec\" target=\"_blank\" rel=\"noopener\">accused<\/a> of providing funds and goods to the Communist Party of the Philippines (CPP) and the New People\u2019s Army (NPA) in 2013, 2014, and 2016. However, the court <a href=\"https:\/\/www.bulatlat.com\/2026\/03\/04\/terrorism-financing-cases-vs-tacloban-ngo-leader-dismissed\/\" target=\"_blank\" rel=\"noopener\">found<\/a> that at the time of the alleged offenses, the CPP-NPA had not yet been formally designated as terrorist organizations in the Philippines.<\/p>\n<p>The ruling <a href=\"https:\/\/www.bulatlat.com\/2026\/03\/04\/terrorism-financing-cases-vs-tacloban-ngo-leader-dismissed\/\" target=\"_blank\" rel=\"noopener\">stressed<\/a> that without the Department of Foreign Affairs\u2019 official publication designating the CPP-NPA as terrorist organizations, the alleged offenses from 2013 to 2016 attributed to Jerusalem have no legal basis.<\/p>\n<p>Proclamation No. 374, which officially designated the CPP-NPA as terrorist organizations, was only <a href=\"https:\/\/newsinfo.inquirer.net\/2191268\/tacloban-court-junks-terror-funding-rap-vs-ngo-exec\" target=\"_blank\" rel=\"noopener\">published<\/a> on December 5, 2017.<\/p>\n<p>The Criminal Investigation and Detection Group (CIDG) <a href=\"https:\/\/newsinfo.inquirer.net\/2191268\/tacloban-court-junks-terror-funding-rap-vs-ngo-exec\" target=\"_blank\" rel=\"noopener\">filed<\/a> the complaint against Jerusalem in November 2024 based on former rebels\u2019 affidavits. Jerusalem earlier <a href=\"https:\/\/newsinfo.inquirer.net\/2191268\/tacloban-court-junks-terror-funding-rap-vs-ngo-exec\" target=\"_blank\" rel=\"noopener\">dismissed<\/a> the allegations as \u201cfull of lies.\u201d<\/p>\n<p>On February 20, 2026, Regional Trial Court Branch 128 in Tacloban also <a href=\"https:\/\/www.bulatlat.com\/2026\/03\/11\/groups-demand-fund-release-as-ngo-leaders-terror-financing-raps-get-dismissed\/?tztc=1\" target=\"_blank\" rel=\"noopener\">ruled<\/a> in case on a freezing order against Jerusalem and LCDE that authorities failed to prove that LCDE\u2019s bank accounts and financial transactions were linked to unlawful activities.<\/p>\n<p>Despite the ruling, civil society groups <a href=\"https:\/\/www.bulatlat.com\/2026\/03\/11\/groups-demand-fund-release-as-ngo-leaders-terror-financing-raps-get-dismissed\/?fbclid=IwY2xjawQlGhdleHRuA2FlbQIxMABicmlkETExZjNVZ1J5RHhZakZpNWRkc3J0YwZhcHBfaWQQMjIyMDM5MTc4ODIwMDg5MgABHm2q3Extv5GuTjy0NZiAJggwGREXGGRWT48jrBPJ7882iH7Xj-Qt_ns2NDK9_aem_vEChQie10XmPjWM7kBLzDw\" target=\"_blank\" rel=\"noopener\">say<\/a> the Anti-Money Laundering Council (AMLC) continues to hold the organization\u2019s funds. Defend NGOs Alliance Visayas is <a href=\"https:\/\/www.bulatlat.com\/2026\/03\/11\/groups-demand-fund-release-as-ngo-leaders-terror-financing-raps-get-dismissed\/?fbclid=IwY2xjawQlGhdleHRuA2FlbQIxMABicmlkETExZjNVZ1J5RHhZakZpNWRkc3J0YwZhcHBfaWQQMjIyMDM5MTc4ODIwMDg5MgABHm2q3Extv5GuTjy0NZiAJggwGREXGGRWT48jrBPJ7882iH7Xj-Qt_ns2NDK9_aem_vEChQie10XmPjWM7kBLzDw\" target=\"_blank\" rel=\"noopener\">calling<\/a> for the immediate release of LCDE\u2019s frozen assets, <a href=\"https:\/\/www.bulatlat.com\/2026\/03\/11\/groups-demand-fund-release-as-ngo-leaders-terror-financing-raps-get-dismissed\/?fbclid=IwY2xjawQlGhdleHRuA2FlbQIxMABicmlkETExZjNVZ1J5RHhZakZpNWRkc3J0YwZhcHBfaWQQMjIyMDM5MTc4ODIwMDg5MgABHm2q3Extv5GuTjy0NZiAJggwGREXGGRWT48jrBPJ7882iH7Xj-Qt_ns2NDK9_aem_vEChQie10XmPjWM7kBLzDw\" target=\"_blank\" rel=\"noopener\">saying<\/a> the continued freeze is disrupting programs that provide development and humanitarian assistance to marginalized communities.<\/p>\n<p>The court also <a href=\"https:\/\/www.bulatlat.com\/2026\/03\/11\/groups-demand-fund-release-as-ngo-leaders-terror-financing-raps-get-dismissed\/?tztc=1\" target=\"_blank\" rel=\"noopener\">denied<\/a> the AMLC\u2019s request for an asset preservation order, effectively removing the legal basis for the continued freezing of the organization\u2019s funds.<\/p>\n<p>According to the National Union of Peoples\u2019 Lawyers (NUPL), which represents LCDE and its staff, the court <a href=\"https:\/\/www.facebook.com\/photo\/?fbid=1352534616889281&amp;set=a.460620626080689\" target=\"_blank\" rel=\"noopener\">cited<\/a> gaps in the financial investigation, including an unreconciled timeline, the absence of reliable proof of alleged organizational links, and the failure to meaningfully examine the NGO\u2019s legitimate work and funding sources.<\/p>\n<p>In a press statement, NUPL <a href=\"https:\/\/www.facebook.com\/photo\/?fbid=1346184000874513&amp;set=a.460892866070302\" target=\"_blank\" rel=\"noopener\">warned<\/a> that freezing LCDE\u2019s funds and halting its operations would undermine public interest by disrupting humanitarian aid, disaster risk reduction, and rehabilitation efforts for underserved and disaster-prone communities in Eastern Visayas.<\/p>\n<p>Despite the favorable rulings in February 2026, Jerusalem faces another hearing on April 16 on a civil forfeiture case, which was filed against her in November 2025.<\/p>\n<p>Under Jerusalem\u2019s leadership, LCDE has <a href=\"https:\/\/www.leytesamardailynews.com\/rtc-junks-terrorism-financing-charges-vs-leyte-ngo-exec-over-lack-of-published-terrorist-designation\/\" target=\"_blank\" rel=\"noopener\">supported<\/a> communities affected by natural disasters and the COVID-19 pandemic. The organization has <a href=\"https:\/\/www.leytesamardailynews.com\/rtc-junks-terrorism-financing-charges-vs-leyte-ngo-exec-over-lack-of-published-terrorist-designation\/\" target=\"_blank\" rel=\"noopener\">received<\/a> recognition from the Regional Development Council, the National Anti-Poverty Commission, and the Regional Disaster Risk Reduction and Management Council.<\/p>\n<p>Jerusalem has also <a href=\"https:\/\/www.leytesamardailynews.com\/rtc-junks-terrorism-financing-charges-vs-leyte-ngo-exec-over-lack-of-published-terrorist-designation\/\" target=\"_blank\" rel=\"noopener\">received<\/a> international recognition, including being named an International Climate Heroine by the German government in 2017 and receiving a disaster risk reduction leadership award from UN Women in 2021.<\/p>\n<p>&nbsp;<\/p>\n<p>Photo \u00a9 Raffy Lerma<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Tacloban Regional Trial Court (RTC) has dismissed a charge of three counts of terrorism financing against Jazmin Jerusalem, executive director of the Leyte Center for Development and Empowerment (LCDE).
