{"id":12696,"date":"2026-02-20T06:55:12","date_gmt":"2026-02-20T05:55:12","guid":{"rendered":"https:\/\/amp.ngo\/?p=12696"},"modified":"2026-02-19T17:51:50","modified_gmt":"2026-02-19T16:51:50","slug":"house-dismisses-marcos-jr-impeachment-vp-sara-duterte-faces-new-complaints","status":"publish","type":"post","link":"https:\/\/amp.ngo\/en\/house-dismisses-marcos-jr-impeachment-vp-sara-duterte-faces-new-complaints\/","title":{"rendered":"House dismisses Marcos Jr. impeachment; VP Sara Duterte faces new complaints"},"content":{"rendered":"<p>The House of Representatives\u2019 Committee on Justice <a href=\"https:\/\/www.rappler.com\/philippines\/house-panel-junks-marcos-jr-impeachment-complaints-insufficient-substance\/\" target=\"_blank\" rel=\"noopener\">dismissed<\/a> two impeachment complaints against President Ferdinand \u201cBongbong\u201d Marcos Jr. (BBM) on February 4, 2026, for lack of substance.<\/p>\n<p>Unless the entire assembly overturns the committee\u2019s ruling with a one-third vote, the decision <a href=\"https:\/\/www.rappler.com\/philippines\/house-panel-junks-marcos-jr-impeachment-complaints-insufficient-substance\/\" target=\"_blank\" rel=\"noopener\">grants<\/a> President Ferdinand Marcos Jr. a one-year protection from impeachment, as the Constitution <a href=\"https:\/\/www.rappler.com\/philippines\/house-panel-junks-marcos-jr-impeachment-complaints-insufficient-substance\/\" target=\"_blank\" rel=\"noopener\">allows<\/a> an impeachable official to face only one impeachment proceeding per year.<\/p>\n<p>The first complaint, filed by lawyer Andre de Jesus and endorsed by Representative Jernie Jett Nisay, was <a href=\"https:\/\/newsinfo.inquirer.net\/2177463\/marcos-impeachment-first-complaint-declared-insufficient-in-substance\" target=\"_blank\" rel=\"noopener\">rejected<\/a> by a 42\u20131 vote, with three lawmakers abstaining. Lawmakers <a href=\"https:\/\/newsinfo.inquirer.net\/2177463\/marcos-impeachment-first-complaint-declared-insufficient-in-substance\" target=\"_blank\" rel=\"noopener\">said<\/a> the petition relied on speculation, hearsay, and media reports rather than evidence. Allegations <a href=\"https:\/\/newsinfo.inquirer.net\/2177463\/marcos-impeachment-first-complaint-declared-insufficient-in-substance\" target=\"_blank\" rel=\"noopener\">included<\/a> illegal drug use, corruption, and the creation of the Independent Commission for Infrastructure (ICI) to protect allies, but the committee <a href=\"https:\/\/newsinfo.inquirer.net\/2177463\/marcos-impeachment-first-complaint-declared-insufficient-in-substance\" target=\"_blank\" rel=\"noopener\">concluded<\/a> these did not constitute impeachable offenses.<\/p>\n<p>The complaint also <a href=\"https:\/\/www.rappler.com\/newsbreak\/explainers\/impeachment-complaint-marcos-jr-cites-rodrigo-duterte-icc-arrest-drug-abuse-corruption\/?utm_source=piano&amp;utm_medium=email&amp;utm_campaign=38397&amp;pnespid=q_SZg9lO6qGf_LezqByy5_JM6AlPqyFwih1wGRArvBSV_PyzaSwkJPNe8MrGC26xwpew0bdV\" target=\"_blank\" rel=\"noopener\">cited<\/a> the statement made by Marcos Jr.\u2019s sister Imee, a senator, which alleged that her brother and the First Family are drug addicts. The Palace has denied the accusations.<\/p>\n<p>The 14-page complaint also <a href=\"https:\/\/newsinfo.inquirer.net\/2177463\/marcos-impeachment-first-complaint-declared-insufficient-in-substance\" target=\"_blank\" rel=\"noopener\">accused<\/a> Marcos Jr. of facilitating former president Rodrigo Duterte\u2019s surrender to the International Criminal Court (ICC), failing to veto allegedly unconstitutional budget provisions, and involvement in alleged kickbacks from infrastructure projects. Lawmakers <a href=\"https:\/\/newsinfo.inquirer.net\/2177463\/marcos-impeachment-first-complaint-declared-insufficient-in-substance\" target=\"_blank\" rel=\"noopener\">dismissed<\/a> the claims as weak and unsubstantiated.<\/p>\n<p>A second complaint, filed by the Makabayan Coalition, <a href=\"https:\/\/newsinfo.inquirer.net\/2177463\/marcos-impeachment-first-complaint-declared-insufficient-in-substance\" target=\"_blank\" rel=\"noopener\">focused<\/a> on the so-called \u201cBBM Parametric Formula,\u201d <a href=\"https:\/\/newsinfo.inquirer.net\/2177463\/marcos-impeachment-first-complaint-declared-insufficient-in-substance\" target=\"_blank\" rel=\"noopener\">alleging<\/a> it was used to justify infrastructure allocations that may have enabled kickbacks. In addition, it <a href=\"https:\/\/newsinfo.inquirer.net\/2177463\/marcos-impeachment-first-complaint-declared-insufficient-in-substance\" target=\"_blank\" rel=\"noopener\">faulted<\/a> the president for the national budget and flood control controversies, claiming he failed to veto unprogrammed appropriations allegedly used for kickbacks.<\/p>\n<p>Meanwhile, Vice President Sara Duterte is <a href=\"https:\/\/www.rappler.com\/philippines\/sara-duterte-plunder-graft-complaint-confidential-funds-2026\/\" target=\"_blank\" rel=\"noopener\">facing<\/a> a new round of impeachment complaints after the Supreme Court ruled that the one-year bar against successive filings <a href=\"https:\/\/www.rappler.com\/newsbreak\/in-depth\/explanation-supreme-court-decision-appeal-sara-duterte-impeachment\/?utm_source=piano&amp;utm_medium=email&amp;utm_campaign=38397&amp;pnespid=o_zIntQK7PTE.air.gWltvgR4UsaqSJzig0lR00vtF2V15nuByG_3Xl4mACZMmf9z_yk3ut.\" target=\"_blank\" rel=\"noopener\">expired<\/a> on January 14, 2026.<\/p>\n<p>Two separate complaints \u2013 one <a href=\"https:\/\/newsinfo.inquirer.net\/2176679\/two-impeach-raps-filed-vs-vp-as-1-year-bar-ends\" target=\"_blank\" rel=\"noopener\">filed<\/a> by the Makabayan Coalition and another by civil society group Tindig Pilipinas \u2013 were <a href=\"https:\/\/newsinfo.inquirer.net\/2176679\/two-impeach-raps-filed-vs-vp-as-1-year-bar-ends\" target=\"_blank\" rel=\"noopener\">submitted<\/a> on February 2, 2026. They were <a href=\"https:\/\/www.abs-cbn.com\/news\/nation\/2026\/2\/6\/impeach-complaints-vs-vp-sara-duterte-transmitted-to-office-of-house-speaker-0700\" target=\"_blank\" rel=\"noopener\">forwarded<\/a> to the House of Representatives\u2019 speaker\u2019s office on February 5, according to House Secretary General Cheloy Garafil.<\/p>\n<p>The complaints <a href=\"https:\/\/newsinfo.inquirer.net\/2178472\/fwd-impeachment-raps-vs-sara-duterte-sent-to-dys-office-garafil?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\">accuse<\/a> Duterte of misusing 612.5 million Pesos in confidential funds, graft and corruption, abuse of power, gross incompetence, and tolerance of extrajudicial killings. Some allegations <a href=\"https:\/\/www.rappler.com\/philippines\/sara-duterte-plunder-graft-complaint-confidential-funds-2026\/\" target=\"_blank\" rel=\"noopener\">refer<\/a> to her tenure as Secretary of the Department of Education and as Davao City mayor.
