{"id":12384,"date":"2025-12-11T06:55:34","date_gmt":"2025-12-11T05:55:34","guid":{"rendered":"https:\/\/amp.ngo\/?p=12384"},"modified":"2025-12-09T13:38:18","modified_gmt":"2025-12-09T12:38:18","slug":"philippines-and-eu-aim-to-seal-free-trade-deal-by-2027","status":"publish","type":"post","link":"https:\/\/amp.ngo\/en\/philippines-and-eu-aim-to-seal-free-trade-deal-by-2027\/","title":{"rendered":"Philippines and EU aim to seal Free Trade Deal by 2027"},"content":{"rendered":"<p>The European Union (EU) is <a href=\"https:\/\/mb.com.ph\/2025\/10\/17\/eu-seeks-to-conclude-fta-talks-with-philippines-before-gsp-expires\" target=\"_blank\" rel=\"noopener\">stepping<\/a> up efforts to finalize a free trade agreement (FTA) with the Philippines by the end of 2027, coinciding with the expiration of the country\u2019s preferential trade access under the Generalized Scheme of Preferences Plus (GSP+).<\/p>\n<p>Under the GSP+ scheme, the country <a href=\"https:\/\/mb.com.ph\/2025\/10\/17\/eu-seeks-to-conclude-fta-talks-with-philippines-before-gsp-expires\" target=\"_blank\" rel=\"noopener\">enjoys<\/a> zero-tariff access to the EU for 6,274 export products, in return for adhering to international commitments on human rights, labor standards, environmental and climate protections, and good governance practices.<\/p>\n<p>The Philippines <a href=\"https:\/\/mb.com.ph\/2025\/12\/02\/philippines-races-to-seal-eu-uae-chile-free-trade-deals-in-2026\" target=\"_blank\" rel=\"noopener\">plans<\/a> to sign at least three free-trade agreements (FTAs) next year with the EU, Chile, and the United Arab Emirates (UAE). The EU FTA is <a href=\"https:\/\/mb.com.ph\/2025\/12\/02\/philippines-races-to-seal-eu-uae-chile-free-trade-deals-in-2026\" target=\"_blank\" rel=\"noopener\">anticipated<\/a> to be finalized next year, ahead of the 2027 target, ensuring continuity after the current GSP+ tariff exemptions expire.<\/p>\n<p>EU Ambassador to the Philippines Massimo Santoro <a href=\"https:\/\/mb.com.ph\/2025\/10\/17\/eu-seeks-to-conclude-fta-talks-with-philippines-before-gsp-expires\" target=\"_blank\" rel=\"noopener\">expressed<\/a> confidence that the FTA could be in effect before the GSP+ lapses in December 2027.<\/p>\n<p>Bilateral trade between the Philippines and the EU <a href=\"https:\/\/mb.com.ph\/2025\/10\/17\/eu-seeks-to-conclude-fta-talks-with-philippines-before-gsp-expires\" target=\"_blank\" rel=\"noopener\">totaled<\/a> $15.5 billion last year, with Philippine exports at $8.1 billion.<\/p>\n<p>Negotiations have already <a href=\"https:\/\/mb.com.ph\/2025\/10\/17\/eu-seeks-to-conclude-fta-talks-with-philippines-before-gsp-expires\" target=\"_blank\" rel=\"noopener\">completed<\/a> three rounds, with a fourth <a href=\"https:\/\/mb.com.ph\/2025\/10\/17\/eu-seeks-to-conclude-fta-talks-with-philippines-before-gsp-expires\" target=\"_blank\" rel=\"noopener\">scheduled<\/a> in Cebu. Key discussion areas <a href=\"https:\/\/mb.com.ph\/2025\/10\/17\/eu-seeks-to-conclude-fta-talks-with-philippines-before-gsp-expires\" target=\"_blank\" rel=\"noopener\">include<\/a> customs and trade facilitation, technical barriers, government procurement, digital trade, and sustainable development.<\/p>\n<p>In the latest discussions held in Belgium last June 2025, the negotiations <a href=\"https:\/\/www.bilaterals.org\/?eu-seeks-to-conclude-fta-talks&amp;lang=en\" target=\"_blank\" rel=\"noopener\">covered<\/a> government procurement, digital trade, energy and raw materials, and trade and sustainable development.<\/p>\n<p>Santoro <a href=\"https:\/\/mb.com.ph\/2025\/10\/17\/eu-seeks-to-conclude-fta-talks-with-philippines-before-gsp-expires\" target=\"_blank\" rel=\"noopener\">noted<\/a> that EU investors are closely monitoring local reforms including ongoing corruption investigations, and confidence <a href=\"https:\/\/mb.com.ph\/2025\/10\/17\/eu-seeks-to-conclude-fta-talks-with-philippines-before-gsp-expires\" target=\"_blank\" rel=\"noopener\">remains<\/a> strong.<\/p>\n<p>President Ferdinand Marcos Jr. recently <a href=\"https:\/\/pia.gov.ph\/press-release\/pbbm-pushes-for-responsible-inclusive-mining-that-benefits-ordinary-filipinos\/\" target=\"_blank\" rel=\"noopener\">said<\/a> that his administration is committed to advancing responsible mining, stressing that the sector\u2019s earnings must genuinely benefit Filipin@s. He <a href=\"https:\/\/pia.gov.ph\/press-release\/pbbm-pushes-for-responsible-inclusive-mining-that-benefits-ordinary-filipinos\/\" target=\"_blank\" rel=\"noopener\">added<\/a> that harmful or careless mining activities will not be tolerated as the government prioritizes sustainability, employment generation, investments, and the development of a more inclusive and climate-resilient mining industry.<\/p>\n<p>However, the situation on the ground <a href=\"https:\/\/cri.org\/reports\/broken-promises\/\" target=\"_blank\" rel=\"noopener\">tells<\/a> a more troubling story. In Caraga, home to 23 active nickel mines, communities <a href=\"https:\/\/www.bulatlat.com\/2025\/11\/06\/caraga-faces-environmental-damage-from-nickel-mining\/\" target=\"_blank\" rel=\"noopener\">face<\/a> declining fish stocks, sediment-laden waters, severe flooding, and rising respiratory illnesses, while promised economic benefits largely fail to materialize. Nickel exports, primarily to China and Indonesia \u00a0<a href=\"https:\/\/www.bulatlat.com\/2025\/11\/06\/caraga-faces-environmental-damage-from-nickel-mining\/\" target=\"_blank\" rel=\"noopener\">disrupt<\/a> ecosystems and livelihoods. Palawan, the Philippines\u2019 so-called \u201clast ecological frontier,\u201d <a href=\"https:\/\/verafiles.org\/articles\/mining-in-palawan-how-the-2025-elections-became-a-battleground-for-the-island-that-bleeds\" target=\"_blank\" rel=\"noopener\">faces<\/a> escalating environmental destruction and political manipulation, with mining operations encroaching on protected areas and Indigenous lands, often accompanied by intimidation and vote-buying.<\/p>\n<p>Reports from Global Witness and Kalikasan PNE <a href=\"https:\/\/globalwitness.org\/en\/campaigns\/land-and-environmental-defenders\/how-the-militarisation-of-mining-threatens-indigenous-defenders-in-the-philippines\/\" target=\"_blank\" rel=\"noopener\">highlight<\/a> that the push for \u201ctransition minerals\u201d such as nickel and copper\u2014critical for renewable technologies\u2014is causing widespread biodiversity loss and human rights abuses. Indigenous communities, particularly in Mindanao and Palawan, <a href=\"https:\/\/verafiles.org\/articles\/mining-in-palawan-how-the-2025-elections-became-a-battleground-for-the-island-that-bleeds\" target=\"_blank\" rel=\"noopener\">face<\/a> displacement, militarization, and violence, while environmental protections are often undermined in favor of economic and geopolitical interests.<\/p>\n<p>Critics <a href=\"https:\/\/focusweb.org\/eu-pushes-its-economic-agenda-in-the-midst-of-unfolding-trade-wars-and-uncertainties\/\" target=\"_blank\" rel=\"noopener\">warn<\/a> that the EU-Philippines FTA heavily serves EU economic interests at the \u00a0expense of Filipino workers and communities, pointing to potential environmental and human rights risks such as intensified extraction of critical minerals, industrial expansion causing land conversion, and threats to indigenous peoples\u2019 land rights.
