Following a similar protest on September 21, the demonstrations <a href=\"https:\/\/www.msn.com\/en-ph\/news\/national\/part-2-of-anti-corruption-protests-starts-today-november-30\/ar-AA1Rpr8T\" target=\"_blank\" rel=\"noopener\">focused<\/a> on alleged irregularities in flood-control projects involving high-ranking lawmakers, contractors, and officials from the Department of Public Works and Highways.<\/p>\n<p>Protesters at the \u201cTrillion Peso March\u201d at the EDSA People Power Monument in Quezon City <a href=\"https:\/\/www.rappler.com\/philippines\/why-cardinal-pablo-virgilio-david-rejects-marcos-duterte-resignation-call\/\" target=\"_blank\" rel=\"noopener\">sought<\/a> to hold both Ferdinand Marcos Jr. \u00a0and Vice President Sara Duterte, as well as their allies, accountable for systemic injustice. Participants of \u201cBaha sa Luneta 2.0\u201d protest at Luneta Park in Manila <a href=\"https:\/\/www.rappler.com\/philippines\/why-cardinal-pablo-virgilio-david-rejects-marcos-duterte-resignation-call\/\" target=\"_blank\" rel=\"noopener\">called<\/a> for the resignation of both Marcos and Duterte. All protesters <a href=\"https:\/\/apnews.com\/article\/philippines-flood-control-corruption-ferdinand-marcos-jr-578589ef17d66dfd93e0f843f3c7789c\" target=\"_blank\" rel=\"noopener\">demanded<\/a> jail time and restitution from lawmakers, officials, and construction executives accused of stealing government funds.<\/p>\n<p>The November 2025 protests were largely peaceful. The Philippine National Police (PNP) <a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/967986\/around-90k-join-november-30-protests-nationwide-pnp\/story\/\" target=\"_blank\" rel=\"noopener\">estimated<\/a> that around 90,000 people joined demonstrations nationwide, including 16,000 in Metro Manila. Authorities <a href=\"https:\/\/apnews.com\/article\/philippines-flood-control-corruption-ferdinand-marcos-jr-578589ef17d66dfd93e0f843f3c7789c\" target=\"_blank\" rel=\"noopener\">deployed<\/a> more than 17,000 police officers to maintain order, while the Armed Forces of the Philippines (AFP) reaffirmed their commitment to democratic stability, rejecting calls for any unconstitutional action.<\/p>\n<p>Despite the calm protests in November 2025, concerns <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/11\/philippines-testimony-points-to-torture-and-other-abuses-by-police-as-new-protests-loom\/\" target=\"_blank\" rel=\"noopener\">persisted<\/a> over police conduct during the rallies on September 21, 2025, which erupted into violence in some parts of Metro Manila. Authorities <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/11\/philippines-testimony-points-to-torture-and-other-abuses-by-police-as-new-protests-loom\/\" target=\"_blank\" rel=\"noopener\">arrested<\/a> 216 people, including 91 minors, many of whom now face criminal charges. Reports <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/11\/philippines-testimony-points-to-torture-and-other-abuses-by-police-as-new-protests-loom\/\" target=\"_blank\" rel=\"noopener\">indicate<\/a> that young activists were subjected to mistreatment, including beatings and prolonged detention, with some abuses potentially amounting to torture.<\/p>\n<p>Amnesty International has <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/11\/philippines-testimony-points-to-torture-and-other-abuses-by-police-as-new-protests-loom\/\" target=\"_blank\" rel=\"noopener\">called<\/a> on the Philippine government to investigate the alleged unlawful use of force by police and all reports of torture or other ill-treatment. \u201cFilipinos participating in peaceful protests have the right to demonstrate against corruption without fear,\u201d <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/11\/philippines-testimony-points-to-torture-and-other-abuses-by-police-as-new-protests-loom\/\" target=\"_blank\" rel=\"noopener\">said<\/a> Jerrie Abella, Amnesty International Philippines\u2019 Regional Campaigner. \u201cPolice should focus on protecting citizens\u2019 safety rather than using violence against them,\u201d he <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/11\/philippines-testimony-points-to-torture-and-other-abuses-by-police-as-new-protests-loom\/\" target=\"_blank\" rel=\"noopener\">added<\/a>.<\/p>\n<p>Cardinal Pablo Virgilio David addressed demonstrators at the \u201cTrillion Peso March\u201d in Quezon City, \u00a0<a href=\"https:\/\/www.rappler.com\/philippines\/luneta-protesters-reaction-cardinal-ambo-david-edsa-speech\/\" target=\"_blank\" rel=\"noopener\">urging<\/a> peaceful advocacy and rejecting calls for a transitional government, revolutionary rule, or the resignation of President Marcos Jr. and Vice President Duterte. \u201cWe are disciples of democracy. We are calling for real change, but in a peaceful way,\u201d he <a href=\"https:\/\/www.rappler.com\/philippines\/why-cardinal-pablo-virgilio-david-rejects-marcos-duterte-resignation-call\/\" target=\"_blank\" rel=\"noopener\">said<\/a>.<\/p>\n<p>Cardinal David\u2019s speech, while applauded by the crowd, also <a href=\"https:\/\/www.rappler.com\/philippines\/luneta-protesters-reaction-cardinal-ambo-david-edsa-speech\/\" target=\"_blank\" rel=\"noopener\">drew<\/a> criticism and <a href=\"https:\/\/www.rappler.com\/philippines\/luneta-protesters-reaction-cardinal-ambo-david-edsa-speech\/\" target=\"_blank\" rel=\"noopener\">sparked<\/a> debate among anti-corruption activists who raised concerns about potential divisions ahead of the 2028 presidential election.<\/p>\n<p>In a related development, the Pasig City Prosecutor\u2019s Office recently <a href=\"https:\/\/www.bulatlat.com\/2025\/11\/01\/prosecutor-junks-illegal-assembly-case-vs-anti-corruption-protester\/\" target=\"_blank\" rel=\"noopener\">dismissed<\/a> illegal assembly charges against environmental activist Jonila Castro, who had been accused of leading a protest on September 4, 2025, without a permit. The prosecutor <a href=\"https:\/\/www.bulatlat.com\/2025\/11\/01\/prosecutor-junks-illegal-assembly-case-vs-anti-corruption-protester\/\" target=\"_blank\" rel=\"noopener\">ruled<\/a> there was insufficient evidence to establish her as the organizer, noting that the law regulates public assemblies but does not prohibit them.
