{"id":11960,"date":"2025-08-12T00:55:21","date_gmt":"2025-08-11T23:55:21","guid":{"rendered":"https:\/\/amp.ngo\/?p=11960"},"modified":"2025-08-11T10:28:51","modified_gmt":"2025-08-11T09:28:51","slug":"palawan-ip-communities-face-harassment-and-displacement-amid-corporate-land-dispute","status":"publish","type":"post","link":"https:\/\/amp.ngo\/en\/palawan-ip-communities-face-harassment-and-displacement-amid-corporate-land-dispute\/","title":{"rendered":"Palawan IP communities face harassment and displacement amid corporate land dispute"},"content":{"rendered":"<p>Indigenous communities and local residents in Sitio Mariahangin in the village of Bugsuk (also called Mariahangin Island) are <a href=\"https:\/\/uplbperspective.wordpress.com\/2025\/06\/17\/palawan-indigenous-communities-faces-violence-arrests-and-human-rights-violations-amid-smc-land-grabbing\/\" target=\"_blank\" rel=\"noopener\">raising<\/a> urgent concerns over what they describe as systematic harassment, displacement, and human rights violations tied to a controversial land dispute that reportedly involves corporate giant San Miguel Corporation (SMC).<\/p>\n<p>Bugsuk village is located on a small island in the municipality of Balabac in the province of Palawan.<\/p>\n<p>Balabac has a history of displacement <a href=\"https:\/\/pcij.org\/2025\/07\/23\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/#:~:text=Now%20fewer%20than%2090%20families%20remain%20on%20Mariahangin%2C,defense%E2%80%94they%E2%80%99re%20fighting%20to%20preserve%20a%20way%20of%20life.\" target=\"_blank\" rel=\"noopener\">dating<\/a> back to the martial law period of former president and ex-dictator Ferdinand Marcos Sr. In 1974, he granted 10,821 hectares of ancestral land on Bugsuk and Pandanan Islands to Eduardo \u201cDanding\u201d Cojuangco Jr., then CEO of SMC, through a land swap agreement.<\/p>\n<p>Sitio Mariahangin is home to the Molbog and Cagayanen indigenous peoples. It has become the site of escalating tensions over alleged <a href=\"https:\/\/pcij.org\/2025\/07\/23\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/\" target=\"_blank\" rel=\"noopener\">plans<\/a> to develop the area into an eco-tourism site.<\/p>\n<p>In 2023, SMC, through its \u201cMalasakit Program ni Ramon S. Ang,\u201d reportedly <a href=\"https:\/\/pcij.org\/2025\/07\/23\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/\" target=\"_blank\" rel=\"noopener\">began<\/a> offering relocation payments to residents in exchange for vacating the island. While some families were allegedly <a href=\"https:\/\/pcij.org\/2025\/07\/23\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/\" target=\"_blank\" rel=\"noopener\">promised<\/a> as much as 400,000 Pesos, many reportedly receivedsignificantly less &#8211; often without formal documentation.<\/p>\n<p>SMC has publicly <a href=\"https:\/\/pcij.org\/2025\/06\/15\/mariahangin-island-a-tale-of-indigenous-land-power-and-resistance\/\" target=\"_blank\" rel=\"noopener\">stated<\/a> that it holds no property in Mariahangin and has no plans for future development in the area. However, residents <a href=\"https:\/\/pcij.org\/2025\/06\/15\/mariahangin-island-a-tale-of-indigenous-land-power-and-resistance\/\" target=\"_blank\" rel=\"noopener\">dispute<\/a> this claim, citing a video of a Department of Agrarian Reform (DAR) facilitated meeting in which an SMC representative allegedly offered them relocation and financial aid. When <a href=\"https:\/\/pcij.org\/2025\/06\/15\/mariahangin-island-a-tale-of-indigenous-land-power-and-resistance\/\" target=\"_blank\" rel=\"noopener\">confronted<\/a> with the video and other publicly available information that contradicts its official statement, SMC did not issue a response.<\/p>\n<p>Nearly half of Mariahangin\u2019s original 200 families have <a href=\"https:\/\/pcij.org\/2025\/07\/23\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/\" target=\"_blank\" rel=\"noopener\">left<\/a>, citing mounting pressure and relocation offers. Relocated families now live in Litason on mainland Palawan, a site <a href=\"https:\/\/pcij.org\/2025\/06\/15\/mariahangin-island-a-tale-of-indigenous-land-power-and-resistance\/\" target=\"_blank\" rel=\"noopener\">reportedly<\/a> funded by a subsidiary company of SMC Holdings. They now <a href=\"https:\/\/pcij.org\/2025\/07\/23\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/\" target=\"_blank\" rel=\"noopener\">complain<\/a> that the area lacks basic infrastructure and cuts them off from their traditional fishing and farming activities. Some <a href=\"https:\/\/pcij.org\/2025\/07\/23\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/\" target=\"_blank\" rel=\"noopener\">say<\/a> they were pressured into demolishing ancestral homes and accepting partial payouts with no livelihood support.<\/p>\n<p>Some 90 families still <a href=\"https:\/\/pcij.org\/2025\/07\/23\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/#:~:text=Now%20fewer%20than%2090%20families%20remain%20on%20Mariahangin%2C,defense%E2%80%94they%E2%80%99re%20fighting%20to%20preserve%20a%20way%20of%20life.\" target=\"_blank\" rel=\"noopener\">live<\/a> in Mariahangin, refusing to leave what they consider as their ancestral home. \u201cYou can be poor, but you\u2019ll never go hungry here,\u201d <a href=\"https:\/\/pcij.org\/2025\/07\/23\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/#:~:text=Now%20fewer%20than%2090%20families%20remain%20on%20Mariahangin%2C,defense%E2%80%94they%E2%80%99re%20fighting%20to%20preserve%20a%20way%20of%20life.\" target=\"_blank\" rel=\"noopener\">said<\/a> community leader Jilmani Naseron. Residents <a href=\"https:\/\/pcij.org\/2025\/07\/23\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/#:~:text=Now%20fewer%20than%2090%20families%20remain%20on%20Mariahangin%2C,defense%E2%80%94they%E2%80%99re%20fighting%20to%20preserve%20a%20way%20of%20life.\" target=\"_blank\" rel=\"noopener\">sustain<\/a> themselves through fishing, agar-agar (seaweed) farming, and cultivating vegetables and rice, getting nourishment from the land and sea.<\/p>\n<p>However, increased human rights violations, including more intrusions, fabricated charges, and harassment of the remaining families have been <a href=\"https:\/\/uplbperspective.wordpress.com\/2025\/06\/17\/palawan-indigenous-communities-faces-violence-arrests-and-human-rights-violations-amid-smc-land-grabbing\/\" target=\"_blank\" rel=\"noopener\">reported<\/a> in recent months. In May 2025, ten community members were <a href=\"https:\/\/philippines.licas.news\/2025\/08\/04\/indigenous-residents-vow-to-defend-marihangin-island-as-security-forces-pull-out\/\" target=\"_blank\" rel=\"noopener\">arrested<\/a> on \u201cgrave coercion\u201d charges and released a few days later. Among the accused was community leader Angelica Nasiron, who was additionally <a href=\"https:\/\/www.bulatlat.com\/2025\/07\/29\/molbog-youth-leader-charged-with-cyberlibel-amid-land-dispute\/\" target=\"_blank\" rel=\"noopener\">charged<\/a> with cyber libel and arrested last month. 64-year-old community leader Oscar Pelayo Sr. remains <a href=\"https:\/\/kodao.org\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/\" target=\"_blank\" rel=\"noopener\">detained<\/a> since May for a 2006 illegal fishing case, in which, according to his family, evidence was allegedly planted.<\/p>\n<p>Mariahangin residents <a href=\"https:\/\/www.bulatlat.org\/2025\/04\/05\/indigenous-peoples-residents-alarmed-over-presence-of-80-private-guards-in-their-island\/?tztc=1\" target=\"_blank\" rel=\"noopener\">feared<\/a> JMV Security guards, reportedly <a href=\"https:\/\/www.bulatlat.com\/2025\/07\/02\/palawan-indigenous-people-endure-one-year-of-intimidation-and-harassment\/\" target=\"_blank\" rel=\"noopener\">deployed<\/a> to the village by SMC\u2019s subsidiary Bricktree Properties. The guards were <a href=\"https:\/\/pcij.org\/2025\/07\/23\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/#:~:text=Now%20fewer%20than%2090%20families%20remain%20on%20Mariahangin%2C,defense%E2%80%94they%E2%80%99re%20fighting%20to%20preserve%20a%20way%20of%20life.\" target=\"_blank\" rel=\"noopener\">sent<\/a> by lawyer Ceasar Ortega, who claims to represent a group of alleged land owners in Mariahangin. Reports say armed security agents have continuously been <a href=\"https:\/\/www.bulatlat.com\/2025\/07\/02\/palawan-indigenous-people-endure-one-year-of-intimidation-and-harassment\/\" target=\"_blank\" rel=\"noopener\">harassing<\/a> the community since more than a year. 80 additional guards <a href=\"https:\/\/www.bulatlat.com\/2025\/07\/02\/palawan-indigenous-people-endure-one-year-of-intimidation-and-harassment\/\" target=\"_blank\" rel=\"noopener\">entered<\/a> the community on April 4, 2025, joining the original 16 already stationed in the village. More than a month later, on May 18, another 40-armed guards <a href=\"https:\/\/www.bulatlat.com\/2025\/07\/02\/palawan-indigenous-people-endure-one-year-of-intimidation-and-harassment\/\" target=\"_blank\" rel=\"noopener\">arrived<\/a>.<\/p>\n<p>Mariahangin families took turns staying awake to monitor their shores, <a href=\"https:\/\/pcij.org\/2025\/07\/23\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/#:~:text=Now%20fewer%20than%2090%20families%20remain%20on%20Mariahangin%2C,defense%E2%80%94they%E2%80%99re%20fighting%20to%20preserve%20a%20way%20of%20life.\" target=\"_blank\" rel=\"noopener\">resorting<\/a> to 24\/7 beach patrols. Determined to <a href=\"https:\/\/pcij.org\/2025\/07\/23\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/#:~:text=Now%20fewer%20than%2090%20families%20remain%20on%20Mariahangin%2C,defense%E2%80%94they%E2%80%99re%20fighting%20to%20preserve%20a%20way%20of%20life.\" target=\"_blank\" rel=\"noopener\">protect<\/a> their community, they have formed human barricades to keep what they call \u201cunwanted intruders\u201d off their territory. It is <a href=\"https:\/\/pcij.org\/2025\/07\/23\/confusion-about-san-miguels-intentions-in-idyllic-mariahangin\/\" target=\"_blank\" rel=\"noopener\">believed<\/a> that SMC has been pushing these kinds of intimidation tactics to force residents off the island for development.<\/p>\n<p>In a legal setback, a Muntinlupa City court <a href=\"https:\/\/www.bulatlat.com\/2025\/07\/06\/court-junks-palawan-indigenous-residents-plea-to-stop-harassment\/\" target=\"_blank\" rel=\"noopener\">dismissed<\/a> in June 2025 a petition filed by Molbog community leaders seeking a Temporary Restraining Order against security guards from JMV Security Services. The court <a href=\"https:\/\/www.bulatlat.com\/2025\/07\/06\/court-junks-palawan-indigenous-residents-plea-to-stop-harassment\/\" target=\"_blank\" rel=\"noopener\">cited<\/a> jurisdictional issues and questioned the community\u2019s legal claim to the land, pointing to a 2024 certificate declaring the island private property.<\/p>\n<p>On August 1, 2025, the hired guards left the island after the residents came to a <a href=\"https:\/\/palawan-news.com\/armed-blue-guards-withdraw-from-mariahangin-island\/\" target=\"_blank\" rel=\"noopener\">settlement<\/a> with the security agency, coordinated by Palawan 2nd District Representative Jose C. Alvarez. A day later, however, several men were <a href=\"https:\/\/philippines.licas.news\/2025\/08\/04\/indigenous-residents-vow-to-defend-marihangin-island-as-security-forces-pull-out\/\" target=\"_blank\" rel=\"noopener\">reportedly<\/a> stationed again on the island.<\/p>\n<p>In December 2024, the Molbog community\u2019s resistance <a href=\"https:\/\/uplbperspective.wordpress.com\/2025\/06\/17\/palawan-indigenous-communities-faces-violence-arrests-and-human-rights-violations-amid-smc-land-grabbing\/\" target=\"_blank\" rel=\"noopener\">gained<\/a> national attention when residents staged a nine-day hunger strike at the DAR headquarters in Quezon City. This occurred after the notice of coverage of the land under the Comprehensive Agrarian Reform Program (CARP) was suddenly <a href=\"https:\/\/pcij.org\/2025\/06\/15\/mariahangin-island-a-tale-of-indigenous-land-power-and-resistance\/\" target=\"_blank\" rel=\"noopener\">cancelled<\/a> in September 2023, reversing the previous classification. The DAR decision <a href=\"https:\/\/pcij.org\/2025\/06\/15\/mariahangin-island-a-tale-of-indigenous-land-power-and-resistance\/\" target=\"_blank\" rel=\"noopener\">argued<\/a> that the land was not suitable for agriculture.<\/p>\n<p>Persistent fear and tension have <a href=\"https:\/\/palawan-news.com\/mariahangin-locals-mount-24-7-watch-amid-land-dispute\/\" target=\"_blank\" rel=\"noopener\">disrupted<\/a> the daily lives of Mariahangin residents.<\/p>\n<p>The Molbog community has <a href=\"https:\/\/palawandailynews.com\/regional-news\/provincial-palawan-news\/palawan-indigenous-land-under-threat\/\" target=\"_blank\" rel=\"noopener\">inhabited<\/a> the region for generations and formally applied for recognition of their ancestral domain in 2005. However, their Certificate of Ancestral Domain Title (CADT) remains <a href=\"https:\/\/palawandailynews.com\/regional-news\/provincial-palawan-news\/palawan-indigenous-land-under-threat\/\" target=\"_blank\" rel=\"noopener\">pending<\/a> with the National Commission on Indigenous Peoples (NCIP), leaving them in a state of legal uncertainty and vulnerable to land encroachment.<\/p>\n<p>The SAMBILOG-Balik Bugsuk Movement <a href=\"https:\/\/palawan-news.com\/mariahangin-locals-mount-24-7-watch-amid-land-dispute\/\" target=\"_blank\" rel=\"noopener\">condemned<\/a> the ongoing intimidation targeting the residents and called for immediate government intervention together with local clergy and civil society organizations.<\/p>\n<p>&nbsp;<\/p>\n<p>Photo \u00a9 Hannah Wolf<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Indigenous communities and local residents in Sitio Mariahangin in the village of Bugsuk (also called Mariahangin Island) are raising urgent concerns over what they describe as systematic harassment, displacement, and human rights violations tied to a controversial land dispute that reportedly involves corporate giant San Miguel Corporation (SMC).
