{"id":11930,"date":"2025-08-12T00:55:02","date_gmt":"2025-08-11T23:55:02","guid":{"rendered":"https:\/\/amp.ngo\/?p=11930"},"modified":"2025-08-11T09:37:40","modified_gmt":"2025-08-11T08:37:40","slug":"rights-groups-decry-marcos-jr-s-silence-on-human-rights-in-2025-sona","status":"publish","type":"post","link":"https:\/\/amp.ngo\/en\/rights-groups-decry-marcos-jr-s-silence-on-human-rights-in-2025-sona\/","title":{"rendered":"Rights groups decry Marcos Jr.&#8217;s silence on human rights in 2025 SONA"},"content":{"rendered":"<p>Human rights groups criticized President Ferdinand Marcos Jr.\u2019s failure to address key issues in his State of the Nation Address (SONA) on July 28, 2025.<\/p>\n<p>The Philippine Alliance of Human Rights Advocates (PAHRA) <a href=\"https:\/\/news.tv5.com.ph\/breaking\/read\/group-dismayed-over-lack-of-human-rights-agenda-in-sona\" target=\"_blank\" rel=\"noopener\">said<\/a> that once again, Marcos Jr.\u2019s \u00a0SONA failed to present concrete plans to address human rights concerns.<\/p>\n<p>PAHRA Secretary-General Edgar Cabalitan <a href=\"https:\/\/www.facebook.com\/photo\/?fbid=1070532698527231&amp;set=pahra-on-pbbms-2025-sona-we-need-more-for-human-rightsthe-philippine-alliance-of\" target=\"_blank\" rel=\"noopener\">noted<\/a> that urgent issues like political prisoners, Indigenous Peoples, and human rights defenders were largely overlooked.<\/p>\n<p>PAHRA also <a href=\"https:\/\/www.facebook.com\/photo\/?fbid=1070532698527231&amp;set=pahra-on-pbbms-2025-sona-we-need-more-for-human-rightsthe-philippine-alliance-of\" target=\"_blank\" rel=\"noopener\">pointed out<\/a> that the Marcos Jr. administration has yet to take a clear stance on the Philippines\u2019 return to the International Criminal Court (ICC). \u201cDuterte\u2019s arrest is not enough. We need safeguards to prevent abuses from happening again,\u201d <a href=\"https:\/\/www.facebook.com\/photo\/?fbid=1070532698527231&amp;set=pahra-on-pbbms-2025-sona-we-need-more-for-human-rightsthe-philippine-alliance-of\" target=\"_blank\" rel=\"noopener\">said<\/a> Cabalitan.<\/p>\n<p>Marcos Jr. <a href=\"https:\/\/www.abs-cbn.com\/news\/2025\/7\/28\/full-text-marcos-sona-2025-1936\" target=\"_blank\" rel=\"noopener\">said<\/a> in his SONA that \u201cno active guerrilla groups remain in the country\u201d and that former rebels now work together with the Armed Forces of the Philippines and the Philippine National Police to maintain peace and order in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). \u201cBecause of this, our society today is more peaceful and more protective of human rights &#8211; regardless of age, gender, condition, or group,\u201d he <a href=\"https:\/\/www.abs-cbn.com\/news\/2025\/7\/28\/full-text-marcos-sona-2025-1936\" target=\"_blank\" rel=\"noopener\">said<\/a>.<\/p>\n<p>Marcos Jr.\u2019s claim, <a href=\"https:\/\/www.karapatan.org\/media_release\/marcos-sona-covers-up-truths-and-crimes-vs-the-filipino-people\/\" target=\"_blank\" rel=\"noopener\">according<\/a> to Christina Palabay, secretary general of the human rights alliance Karapatan, dodged the issues of extrajudicial killings, enforced disappearances, so-called \u201cred-tagging\u201d (i.e., labeling individuals or organizations as supporters of the communist insurgency group New People\u2019s Army that is designated as terrorist), and the increasing weaponization of laws combatting terrorism.<\/p>\n<p>Lawyer Efenita M. Taqueban, executive director of the Legal Rights and Natural Resources Center (LRC), <a href=\"https:\/\/newsinfo.inquirer.net\/2088939\/advocacy-group-hits-sona-2025-silence-on-indigenous-peoples-plight\" target=\"_blank\" rel=\"noopener\">observed<\/a> that, as in previous years, the pressing concerns facing indigenous peoples were once again absent from Marcos Jr.\u2019s speech. In a report released last year, LRC r<a href=\"https:\/\/newsinfo.inquirer.net\/2088939\/advocacy-group-hits-sona-2025-silence-on-indigenous-peoples-plight\" target=\"_blank\" rel=\"noopener\">evealed<\/a> that at least 237,931 Indigenous people were affected by 73 recorded human rights violations linked to land disputes in 2024. This marked a more than 400 percent increase compared to the previous two years.<\/p>\n<p>Taqueban <a href=\"https:\/\/newsinfo.inquirer.net\/2088939\/advocacy-group-hits-sona-2025-silence-on-indigenous-peoples-plight\" target=\"_blank\" rel=\"noopener\">criticized<\/a> the president for opening up vital sectors like mining, agriculture, water, and renewable energy to foreign corporations without establishing safeguards, warning that these industries threaten Indigenous lands and forest ecosystems. She <a href=\"https:\/\/newsinfo.inquirer.net\/2088939\/advocacy-group-hits-sona-2025-silence-on-indigenous-peoples-plight\" target=\"_blank\" rel=\"noopener\">said<\/a> her group\u2019s recent findings show that 1.7 million hectares of Indigenous land are threatened by overlapping uses like large-scale mining, forest leases, and other high-impact projects.<\/p>\n<p>Marcos\u2019 speech <a href=\"https:\/\/newsinfo.inquirer.net\/2088550\/marcos-2025-sona-a-speech-full-of-warnings\" target=\"_blank\" rel=\"noopener\">omitted<\/a> many significant national issues. He <a href=\"https:\/\/newsinfo.inquirer.net\/2088550\/marcos-2025-sona-a-speech-full-of-warnings\" target=\"_blank\" rel=\"noopener\">ignored<\/a> the West Philippine Sea or South China Sea dispute with China, offering only a general statement about independent foreign policy. He did <a href=\"https:\/\/newsinfo.inquirer.net\/2088550\/marcos-2025-sona-a-speech-full-of-warnings\" target=\"_blank\" rel=\"noopener\">not<\/a> report about the status of former president Rodrigo Duterte\u2019s case at the ICC in The Hague and did not mention the impeachment complaint against Vice President Sara Duterte.<\/p>\n<p>Marcos Jr. <a href=\"https:\/\/www.abs-cbn.com\/news\/2025\/7\/28\/full-text-marcos-sona-2025-1936\" target=\"_blank\" rel=\"noopener\">claimed<\/a> that in just three years, his government\u2019s anti-drug campaign had nearly matched the total arrests made during the previous administration, with more than 153,000 arrested. <a href=\"https:\/\/www.rappler.com\/philippines\/behind-numbers-contextualizing-marcos-claims-sona-july-2025\/?utm_source=piano&amp;utm_medium=email&amp;utm_campaign=38397&amp;pnespid=5OyKzIZV4qbA9.ju.Ub.7Oge7BxKpC1yklQmFRQtoxGVkJhyvVMwsESwQAIyuySQZkHZcPIa\" target=\"_blank\" rel=\"noopener\">Rappler<\/a> pointed out that in terms of arrests, Marcos Jr.\u2019s administration has made half of Duterte\u2019s 345,216 arrests.<\/p>\n<p>Rappler also <a href=\"https:\/\/www.rappler.com\/philippines\/behind-numbers-contextualizing-marcos-claims-sona-july-2025\/?utm_source=piano&amp;utm_medium=email&amp;utm_campaign=38397&amp;pnespid=5OyKzIZV4qbA9.ju.Ub.7Oge7BxKpC1yklQmFRQtoxGVkJhyvVMwsESwQAIyuySQZkHZcPIa\" target=\"_blank\" rel=\"noopener\">noted<\/a> that contrary to the president\u2019s 2024 SONA report, which claimed that his government\u2019s anti-drug campaign is \u201cbloodless\u201d, the University of the Philippines Third World Studies Center\u2019s \u201cDahas Project\u201d <a href=\"https:\/\/www.instagram.com\/p\/DM7US_FTglO\/\" target=\"_blank\" rel=\"noopener\">recorded<\/a> 1,022 drug-related killings as of July 31, 2025.<\/p>\n<p>&nbsp;<\/p>\n<p>Photo \u00a9 AMP<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Human rights groups criticized President Ferdinand Marcos Jr.\u2019s failure to address key issues in his State of the Nation Address (SONA) on July 28, 2025.
