Karlo Nograles, who secured just 80,852 votes.<\/p>\n<p>Duterte was formally proclaimed the newly elected mayor on Tuesday, May 13, 2025. However, his actual <a href=\"https:\/\/www.philstar.com\/headlines\/2025\/05\/14\/2443069\/rody-duterte-won-can-he-serve-legal-expert-explains\" target=\"_blank\" rel=\"noopener\">assumption<\/a> of the mayor&#8217;s office will depend on a decision from the Commission on Elections (COMELEC). Legal expert Rodel Taton, dean of the San Sebastian Graduate School of Law, <a href=\"https:\/\/www.philstar.com\/headlines\/2025\/05\/14\/2443069\/rody-duterte-won-can-he-serve-legal-expert-explains\" target=\"_blank\" rel=\"noopener\">pointed<\/a> out that under the Omnibus Election Code, if an elected official fails or refuses to take the oath of office within six months of being proclaimed, the position will be declared vacant. However, Taton <a href=\"https:\/\/www.philstar.com\/headlines\/2025\/05\/14\/2443069\/rody-duterte-won-can-he-serve-legal-expert-explains\" target=\"_blank\" rel=\"noopener\">clarified<\/a> that there is an exception: &#8220;If he can prove that such failure is beyond his control, his oath may be suspended. It is up to the COMELEC to determine whether his detention qualifies as a valid reason.&#8221;<\/p>\n<p>Despite the legal uncertainty, Vice President Sara Duterte has <a href=\"https:\/\/gulfnews.com\/opinion\/philippine-elections-dutertes-sweep-davao-races-what-it-means-1.500127156\" target=\"_blank\" rel=\"noopener\">confirmed<\/a> that preparations for her father\u2019s swearing-in are already underway. Election results <a href=\"https:\/\/gulfnews.com\/opinion\/philippine-elections-dutertes-sweep-davao-races-what-it-means-1.500127156\" target=\"_blank\" rel=\"noopener\">show<\/a> that Rodrigo Duterte\u2019s political base in Davao City remains firm.\u00a0 His son, Sebastian &#8220;Baste&#8221; Duterte, won the vice mayoral race and some say that he is <a href=\"https:\/\/gulfnews.com\/opinion\/philippine-elections-dutertes-sweep-davao-races-what-it-means-1.500127156\" target=\"_blank\" rel=\"noopener\">expected<\/a> to assume mayoral duties in the absence of \u00a0his father.<\/p>\n<p>Rodrigo Duterte\u2019s older son, Paolo &#8220;Pulong&#8221; Duterte, <a href=\"https:\/\/www.msn.com\/en-ph\/news\/national\/eleksyon-2025-rodrigo-duterte-proclaimed-davao-city-mayor\/ar-AA1EG8OF?ocid=BingNewsSerp\" target=\"_blank\" rel=\"noopener\">secured<\/a> his third and final term as Congressman for Davao City&#8217;s 1st District. In the same district, Pulong\u2019s son, Rodrigo &#8220;Rigo&#8221; Duterte II, won a councilor seat with the highest number of votes. Rigo is <a href=\"https:\/\/www.rappler.com\/philippines\/elections\/rodrigo-duterte-grandson-results-davao-city-councilor-2025\/#:~:text=DAVAO%20CITY%2C%20Philippines%20%E2%80%93%20Former%20president%20Rodrigo%20Duterte,District%20under%20their%20family-led%20Hugpong%20sa%20Tawong%20Lungsod.\" target=\"_blank\" rel=\"noopener\">expected<\/a> to take on the role of acting vice mayor when his uncle, Sebastian, assumes the position of acting mayor.<\/p>\n<p>Pulong\u2019s older son, Omar Duterte, <a href=\"https:\/\/www.msn.com\/en-ph\/news\/national\/eleksyon-2025-rodrigo-duterte-proclaimed-davao-city-mayor\/ar-AA1EG8OF?ocid=BingNewsSerp\" target=\"_blank\" rel=\"noopener\">won<\/a> in Davao\u2019s 2nd District and is set to join his father in the House of Representatives. Pulong\u2019s wife, January Duterte, will <a href=\"https:\/\/cebudailynews.inquirer.net\/637611\/dutertes-tighten-grip-on-davao-city\" target=\"_blank\" rel=\"noopener\">assume<\/a> a seat in the city council as president of Davao\u2019s Association of Barangay Captains.<\/p>\n<p>Citing the Dutertes\u2019 landslide victory in Davao City, some media reports <a href=\"https:\/\/mindanaotimes.com.ph\/duterte-family-reckoning-in-2025-elections-despite-legal-challenges\/\" target=\"_blank\" rel=\"noopener\">assert<\/a> that the 2025 midterm elections have clearly demonstrated the Duterte family&#8217;s influential hold on a substantial portion of the Philippine electorate.<\/p>\n<p>It was also <a href=\"https:\/\/www.msn.com\/en-ph\/politics\/government\/duterytes-lose-ground-marcos-allies-sweep-davao-region-elections\/ar-AA1EOxBZ?ocid=BingNewsSerp\" target=\"_blank\" rel=\"noopener\">observed<\/a>, however, that while the Dutertes have retained political control in Davao City, their influence appears to be declining in other provinces of the Davao Region, where candidates aligned with President Marcos and his Partido Federal ng Pilipinas (PFP) won key positions in the 2025 midterm elections.<\/p>\n<p><strong>Proxy fight<\/strong><\/p>\n<p>The recent midterm election was <a href=\"https:\/\/ktvz.com\/news\/national-world\/cnn-world\/2025\/05\/17\/duterte-scores-landslide-win-in-local-elections-but-can-he-be-mayor-from-the-hague\/\" target=\"_blank\" rel=\"noopener\">considered<\/a> a proxy fight between Ferdinand Marcos Jr. and Sara Duterte as the former allies have turned enemies. More candidates who were supported by Marcos Jr. were <a href=\"https:\/\/apnews.com\/article\/philippines-midterm-election-duterte-senate-6e612ed03aa880fc3a5a4c9f2456f727\" target=\"_blank\" rel=\"noopener\">expected<\/a> to win because the sitting president\u2019s influence is typically strong during midterm polls, said some analysts.<\/p>\n<p>The election <a href=\"https:\/\/www.cnn.com\/2025\/05\/17\/asia\/philippines-duterte-mayor-icc-hurdles-intl-hnk-dst?fbclid=IwY2xjawKYFkBleHRuA2FlbQIxMQBicmlkETF3OFk5eTJ1aG9JaHpmRGlPAR7bHIenZ4U2twX8f6S_C30OoZ2GtZ56FuGEJVEhRgPSNJn01A_Hlb7recDgCQ_aem_FzDWCt5LRkkehK2pV5-C2A\" target=\"_blank\" rel=\"noopener\">resulted<\/a> in a three-way deadlock among candidates backed by Marcos Jr., allies of Duterte, and liberal-leaning contenders, said Maria Ela Atienza, a political science professor at the University of the Philippines.<\/p>\n<p>Out of the 12 new senators <a href=\"https:\/\/apnews.com\/article\/philippines-midterm-election-duterte-senate-6e612ed03aa880fc3a5a4c9f2456f727\" target=\"_blank\" rel=\"noopener\">elected<\/a>, five were endorsed by Sara Duterte, including the president\u2019s sister, Imee Marcos, and Camille Villar, both of whom are linked to the Marcos political faction. Five more were <a href=\"https:\/\/apnews.com\/article\/philippines-midterm-election-duterte-senate-6e612ed03aa880fc3a5a4c9f2456f727\" target=\"_blank\" rel=\"noopener\">aligned<\/a> with the Marcos camp, while two unexpected winners came from the opposition \u2013 Paolo Benigno &#8220;Bam&#8221; Aquino IV and Francisco &#8220;Kiko&#8221; Pangilinan. Two Duterte allies \u2013 Christopher &#8220;Bong&#8221; Go and Ronald &#8220;Bato&#8221; Dela Rosa \u2013 also <a href=\"https:\/\/apnews.com\/article\/philippines-midterm-election-duterte-senate-6e612ed03aa880fc3a5a4c9f2456f727\" target=\"_blank\" rel=\"noopener\">placed<\/a> in the top five. Political analysist Ronald Llamas <a href=\"https:\/\/apnews.com\/article\/philippines-midterm-election-duterte-senate-6e612ed03aa880fc3a5a4c9f2456f727\" target=\"_blank\" rel=\"noopener\">explained<\/a> that the results showed \u201ca vote against the administration\u201d but it was also \u201cnot a vote for the Dutertes,\u201d as many anti-Duterte candidates won mandates in the House of Representatives.<\/p>\n<p>Davao anthropologist Amiel Lopez noted that Rodrigo Duterte\u2019s detention at The Hague might, paradoxically, be <a href=\"https:\/\/www.rappler.com\/philippines\/elections\/duterte-family-cling-power-years-davao-city-dynasty\/\" target=\"_blank\" rel=\"noopener\">boosting<\/a> his family\u2019s political standing. He <a href=\"https:\/\/www.rappler.com\/philippines\/elections\/duterte-family-cling-power-years-davao-city-dynasty\/\" target=\"_blank\" rel=\"noopener\">suggested<\/a> that events such as the protests and prayer rallies following Duterte\u2019s arrest have galvanized public support, particularly through the promotion of a &#8220;Mindanao vote&#8221; and a regionalist identity. This sense of regional solidarity, combined with nationalist sentiments, has fostered an &#8220;us versus them&#8221; mentality that has solidified the Duterte family&#8217;s political influence, he <a href=\"https:\/\/www.rappler.com\/philippines\/elections\/duterte-family-cling-power-years-davao-city-dynasty\/\" target=\"_blank\" rel=\"noopener\">explained<\/a>.<\/p>\n<p>House Representative Toby Tiangco also <a href=\"https:\/\/www.philstar.com\/headlines\/2025\/05\/16\/2443459\/tiangco-blames-sara-impeachment-dismal-alyansa-poll-numbers\" target=\"_blank\" rel=\"noopener\">believes<\/a> that the <a href=\"https:\/\/amp.ngo\/en\/house-of-representatives-votes-for-impeachment-of-vice-president-sara-duterte\/\">impeachment<\/a> complaint against Sara Duterte is to blame for the poor election results of Marcos-backed senatorial candidates in Mindanao. Tiangco <a href=\"https:\/\/www.philstar.com\/headlines\/2025\/05\/16\/2443459\/tiangco-blames-sara-impeachment-dismal-alyansa-poll-numbers\" target=\"_blank\" rel=\"noopener\">explained<\/a> that \u201cthe sense of Mindanao voters changed after Sara Duterte was impeached by the House of Representatives and the impeachment was filed in the Senate for trial.\u201d<\/p>\n<p>\u201cIf in the past, our candidates were getting votes from Mindanao, now no more. In the past, they chose candidates that they liked. Now, it changed. Their choice of candidates was whoever would not vote in favor of the impeachment,\u201d Tiangco <a href=\"https:\/\/www.philstar.com\/headlines\/2025\/05\/16\/2443459\/tiangco-blames-sara-impeachment-dismal-alyansa-poll-numbers\" target=\"_blank\" rel=\"noopener\">said<\/a>.<\/p>\n<p>However, Congressman Jude Acidre <a href=\"https:\/\/www.philstar.com\/headlines\/2025\/05\/19\/2444094\/100-lawmakers-who-signed-vp-sara-impeachment-reelected\" target=\"_blank\" rel=\"noopener\">pointed<\/a> out that 100 or almost 87 percent of the 115 \u00a0House Representative\u00a0 who voted to impeach Sara Duterte won fresh mandates \u00a0in the midterm election. \u201cThese results dismantle the narrative that the impeachment was a political liability,\u201d <a href=\"https:\/\/www.philstar.com\/headlines\/2025\/05\/19\/2444094\/100-lawmakers-who-signed-vp-sara-impeachment-reelected\" target=\"_blank\" rel=\"noopener\">said<\/a> Acidre. Acidre also <a href=\"https:\/\/www.philstar.com\/headlines\/2025\/05\/19\/2444094\/100-lawmakers-who-signed-vp-sara-impeachment-reelected\" target=\"_blank\" rel=\"noopener\">pointed<\/a> out that in Mindanao, the stronghold of the Dutertes, 36 out 44 district lawmakers who endorsed the Vice President\u2019s impeachment got reelected in the recent polls.<\/p>\n<p>Seven senators in the 20th Congress are expected to acquit her in the impeachment trial, <a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/946203\/eleksyon-2025-impact-on-sara-duterte-impeachment\/story\/\" target=\"_blank\" rel=\"noopener\">says<\/a> University of the Philippines &#8211; Diliman professor Aries Arugay. Among them are newly elected Duterte backed senators Christopher Go, Ronald Dela Rosa, Rodante Marcoleta, Camille Villar and Imee Marcos.
