Analysts <a href=\"https:\/\/www.benarnews.org\/english\/news\/philippine\/philippines-rodrigo-duterte-arrest-may-elections-03192025145850.html\" target=\"_blank\" rel=\"noopener\">say<\/a> the development could significantly reshape the political landscape, especially as power struggles intensify between two of the nation\u2019s most influential dynasties: the Dutertes and the Marcoses.<\/p>\n<p>President Ferdinand Marcos Jr., who holds key political machinery, is <a href=\"https:\/\/www.benarnews.org\/english\/news\/philippine\/philippines-rodrigo-duterte-arrest-may-elections-03192025145850.html\" target=\"_blank\" rel=\"noopener\">backing<\/a> a full senatorial slate, while the Dutertes are consolidating power in Davao City, with Rodrigo Duterte running for mayor and his sons seeking key local posts. His daughter, Sara Duterte, is seen as a top contender for the 2028 presidential race. The resulting divide <a href=\"https:\/\/www.sunstar.com.ph\/davao\/wegotmail-the-impact-of-icc-arrest-on-duterte-towards-the-upcoming-midterm-elections\" target=\"_blank\" rel=\"noopener\">threatens<\/a> to fracture the ruling coalition, potentially forcing political candidates to choose between maintaining support from Duterte\u2019s base or aligning with Marcos Jr.\u2019s wider political network.<\/p>\n<p>Observers <a href=\"https:\/\/www.sunstar.com.ph\/davao\/wegotmail-the-impact-of-icc-arrest-on-duterte-towards-the-upcoming-midterm-elections\" target=\"_blank\" rel=\"noopener\">say<\/a> that the ICC\u2019s arrest of Rodrigo Duterte has energized his supporters ahead of the 2025 elections, turning his detention into a rallying point for those who see it as an act of foreign interference and political persecution.<\/p>\n<p>Thousands of Duterte\u2019s supporters <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/supporters-detractors-philippines-duterte-rally-his-80th-birthday-2025-03-28\/\" target=\"_blank\" rel=\"noopener\">flooded<\/a> the streets of Davao City on his 80th birthday last March 28, 2025, calling for his return to the Philippines from ICC custody. Hundreds of overseas Filipinos <a href=\"https:\/\/www.rappler.com\/world\/europe\/supporters-various-countries-flock-hague-duterte-80th-birthday\/\" target=\"_blank\" rel=\"noopener\">gathered<\/a> in front of the ICC detention center in The Hague on the same day to celebrate Duterte\u2019s birthday, many of them travelling from Belgium, France, Germany, Ireland, the UK, Finland, Sweden, and the United Arab Emirates.<\/p>\n<p>When asked about the killings associated with Duterte\u2019s anti-drug campaign, his supporters <a href=\"https:\/\/www.rappler.com\/world\/europe\/why-duterte-supporters-europe-stand-by-war-drugs\/\" target=\"_blank\" rel=\"noopener\">described<\/a> them as mere \u201ccasualties\u201d of what they claimed was, after all, a \u201cwar\u201d on illegal drugs. Such killings of drug addicts were \u201cjustified.\u201d<\/p>\n<p>The Philippine Drug Enforcement Agency (PDEA) <a href=\"https:\/\/www.rappler.com\/world\/europe\/why-duterte-supporters-europe-stand-by-war-drugs\/\" target=\"_blank\" rel=\"noopener\">reported<\/a> that more than 6,000 people were killed in police anti-drug operations from July 1, 2016, to May 31, 2022, during Duterte\u2019s term. This figure does not include those killed by unidentified perpetrators, whom the Commission on Human Rights <a href=\"https:\/\/www.rappler.com\/voices\/thought-leaders\/opinion-slingshot-how-many-extrajudicial-killings-under-duterte\/\" target=\"_blank\" rel=\"noopener\">estimated<\/a> from 2016 to 2017 to be between 27,000 and 30,000.<\/p>\n<p>Such killings might have happened \u201cbut we don\u2019t know everything,\u201d <a href=\"https:\/\/www.rappler.com\/world\/europe\/why-duterte-supporters-europe-stand-by-war-drugs\/\" target=\"_blank\" rel=\"noopener\">said<\/a> a Filipino woman from the Hague who was interviewed by Rappler. Another Duterte supporter said that sometimes, Filipinos need to be ruled with an iron fist. \u201cThe right person in government is needed to make Filipinos comply\u201d. Another <a href=\"https:\/\/www.rappler.com\/world\/europe\/why-duterte-supporters-europe-stand-by-war-drugs\/\" target=\"_blank\" rel=\"noopener\">said<\/a> Duterte\u2019s rhetoric of violence against drug addicts and pushers should not have been taken literally. \u201cIt does not mean that if he says \u2018kill\u2019 he really means that. It\u2019s just a figure of speech,\u201d he <a href=\"https:\/\/www.rappler.com\/world\/europe\/why-duterte-supporters-europe-stand-by-war-drugs\/\" target=\"_blank\" rel=\"noopener\">said<\/a>. The Philippines was safer when Duterte was in power, <a href=\"https:\/\/www.rappler.com\/world\/europe\/why-duterte-supporters-europe-stand-by-war-drugs\/\" target=\"_blank\" rel=\"noopener\">said<\/a> another Filipina who attended Duterte\u2019s celebration in the Hague. \u201cIn our place in Negros, the addicts and pushers really disappeared during President Duterte\u2019s time,\u201d she further <a href=\"https:\/\/www.rappler.com\/world\/europe\/why-duterte-supporters-europe-stand-by-war-drugs\/\" target=\"_blank\" rel=\"noopener\">explained<\/a>.<\/p>\n<p>However, human rights organizations <a href=\"https:\/\/www.rappler.com\/philippines\/human-rights-defenders-berlin-demand-justice-drug-war-victims\/\" target=\"_blank\" rel=\"noopener\">report<\/a> that majority of those slain under Duterte\u2019s \u201cwar on drugs\u201d were people from impoverished neighborhoods and the killings left their families to grapple with both emotional devastation and financial hardship.<\/p>\n<p>At a demonstration in Berlin on March 23, 2025, Duterte\u2019s arrest and detention was <a href=\"https:\/\/www.rappler.com\/philippines\/human-rights-defenders-berlin-demand-justice-drug-war-victims\/\" target=\"_blank\" rel=\"noopener\">celebrated<\/a> by activist groups like the International Coalition for Human Rights in the Philippines (ICHRP)-Germany and Gabriela-Germany. Protestors <a href=\"https:\/\/www.rappler.com\/philippines\/human-rights-defenders-berlin-demand-justice-drug-war-victims\/\" target=\"_blank\" rel=\"noopener\">pointed<\/a> out that Duterte\u2019s arrest was the result of years of tireless advocacy by human rights defenders, families of victims, and international legal bodies.<\/p>\n<p>During the launching ceremony of <a href=\"https:\/\/pinoyportaleurope.wixsite.com\/website\/post\/duterte-panagutin-coalition-formed-on-ex-president-s-birthday?utm_source=facebook&amp;utm_medium=blog.post-promoter&amp;utm_campaign=18e43ba3-a8be-4c39-94fe-2fdd03696cf8&amp;fbclid=IwY2xjawJfuh1leHRuA2FlbQIxMQABHhRPGCl7zcLzu_9meC-ZWKq9j4MrUk8IjqgPQ-VMWG86qX0vFsHHZ2Jn2egm_aem_2SyqoOVW0pJHntfkaMDICg\" target=\"_blank\" rel=\"noopener\">Duterte Panagutin Europe Network<\/a> (DPEN) in The Hague last March 28, 2025, Kristina Conti, one of the assistant counsels for the families of people who were slain under Duterte\u2019s anti-drugs campaign, stressed that no matter how many applaud for the former president, \u201cwhat matters are the facts and what he did will never be right.\u201d A Social Weather Stations (SWS) survey, conducted from February 15 to 19, 2025, <a href=\"https:\/\/newsinfo.inquirer.net\/2045514\/51-percent-of-filipinos-say-duterte-must-answer-for-drug-killings\" target=\"_blank\" rel=\"noopener\">showed<\/a> that 51 percent of Filipinos agree, Duterte must be made liable for drug-related killings during his presidency.<\/p>\n<p>The former administration&#8217;s early achievements in curbing illegal drug use were <a href=\"https:\/\/opinion.inquirer.net\/181630\/public-opinion-supports-the-icc\" target=\"_blank\" rel=\"noopener\">overshadowed<\/a> by widespread public condemnation of the deadly tactics employed to carry out Duterte&#8217;s agenda. By December 2018, 95 percent of the public <a href=\"https:\/\/opinion.inquirer.net\/181630\/public-opinion-supports-the-icc\" target=\"_blank\" rel=\"noopener\">believed<\/a> that it was important for police to apprehend drug suspects alive.<\/p>\n<p>SWS president Mangahas <a href=\"https:\/\/opinion.inquirer.net\/181630\/public-opinion-supports-the-icc\" target=\"_blank\" rel=\"noopener\">said<\/a> that while the former president was very popular during his term, \u201cpublic opinion about Duterte\u2019s \u2018war on drugs\u2019 was consistently unfavorable to him.\u201d Three out of four Filipinos were <a href=\"https:\/\/opinion.inquirer.net\/181630\/public-opinion-supports-the-icc\" target=\"_blank\" rel=\"noopener\">worried<\/a> about becoming victims themselves.
