The interviews are <a href=\"https:\/\/newsinfo.inquirer.net\/1967709\/solgen-govt-will-not-stand-in-way-of-icc-probe\" target=\"_blank\" rel=\"noopener\">related<\/a> to the ICC investigations into alleged crimes against humanity in the context of the so-called \u201cwar on drugs\u201d under former President Rodrigo Duterte. Guevarra <a href=\"https:\/\/www.rappler.com\/philippines\/icc-prosecutor-requests-talk-officials-under-suspicion-drug-war\/\" target=\"_blank\" rel=\"noopener\">explained<\/a> that the individuals are not suspects, but \u201cpersons under suspicion\u201d who can decide for themselves whether they want to be questioned or not.<\/p>\n<p>Guevarra <a href=\"https:\/\/www.rappler.com\/philippines\/icc-prosecutor-requests-talk-officials-under-suspicion-drug-war\" target=\"_blank\" rel=\"noopener\">emphasized<\/a> that the Philippine government would allow the ICC interviews but would not coordinate them. Former Senator Antonio Trillanes earlier <a href=\"https:\/\/www.rappler.com\/philippines\/icc-prosecutor-requests-talk-officials-under-suspicion-drug-war\" target=\"_blank\" rel=\"noopener\">released<\/a> an unverified list of the five names who are prime suspects in the ICC investigation. The named individuals should <a href=\"https:\/\/www.rappler.com\/philippines\/icc-prosecutor-requests-talk-officials-under-suspicion-drug-war\/\" target=\"_blank\" rel=\"noopener\">include<\/a> former police chief under ex-President Duterte and current Senator Ronald \u201cBato\u201d dela Rosa and four others. The Philippine government under President Marcos Jr. had previously <a href=\"https:\/\/amp.ngo\/en\/marcos-continues-to-reject-icc-investigation\/\">refused<\/a> to cooperate with the ICC investigators.<\/p>\n<p>According to Trillanes, the ICC has <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/08\/02\/2374866\/philippines-wont-stop-drug-war-arrests-interpol-doj\" target=\"_blank\" rel=\"noopener\">asked<\/a> Interpol to place the five people on the so-called \u201cBlue Notice List.\u201d This <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/08\/02\/2374866\/philippines-wont-stop-drug-war-arrests-interpol-doj\" target=\"_blank\" rel=\"noopener\">means<\/a> that the persons can be questioned by the ICC if they enter one of the other 195 Interpol countries. In addition, information on their identity, whereabouts and activities <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/08\/01\/2374603\/blue-notices-not-made-public-interpol\" target=\"_blank\" rel=\"noopener\">can<\/a> be obtained for a criminal investigation. Interpol has not <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/08\/01\/2374603\/blue-notices-not-made-public-interpol\" target=\"_blank\" rel=\"noopener\">confirmed<\/a> Trillanes&#8217; statement and has pointed out that such information must be kept secret.<\/p>\n<p>On August 1, 2024, Justice Secretary Jesus Crispin Remulla <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/08\/02\/2374866\/philippines-wont-stop-drug-war-arrests-interpol-doj\" target=\"_blank\" rel=\"noopener\">confirmed<\/a> Guevarra&#8217;s statements and <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/08\/02\/2374866\/philippines-wont-stop-drug-war-arrests-interpol-doj\" target=\"_blank\" rel=\"noopener\">added<\/a> that while the Philippines is no longer a member of the ICC, it is still a member of Interpol. Interpol generally <a href=\"https:\/\/www.philstar.com\/headlines\/2024\/08\/02\/2374866\/philippines-wont-stop-drug-war-arrests-interpol-doj\" target=\"_blank\" rel=\"noopener\">works<\/a> closely with the ICC and can also execute arrest warrants for the ICC.<\/p>\n<p>On August 3, 2024, Senator Ronald dela Rosa finally <a href=\"https:\/\/newsinfo.inquirer.net\/1969147\/dela-rosa-to-marcos-stand-your-ground-on-icc-investigations\" target=\"_blank\" rel=\"noopener\">called<\/a> on President Marcos Jr. to take a clear position on the ICC&#8217;s investigations. Vice President Sara Duterte <a href=\"https:\/\/newsinfo.inquirer.net\/1967709\/solgen-govt-will-not-stand-in-way-of-icc-probe\" target=\"_blank\" rel=\"noopener\">had<\/a> already published a statement in November 2023 in which she spoke out against allowing the ICC investigators into the country.<\/p>\n<p>Rep. Robert Ace Barbers <a href=\"https:\/\/newsinfo.inquirer.net\/1970983\/rep-barbers-icc-free-to-use-pogo-drug-trade-hearings-for-probe\" target=\"_blank\" rel=\"noopener\">stated<\/a> that information and results of the House of Representatives&#8217; investigation into the so-called \u201cwar on drugs\u201d will also be available to the ICC, as the recordings of such hearings are publicly available.
